Bihar implements Regulations to control Coaching Institutes
Coaching centres will have to inform the Bihar government about their fee structure for various courses offered by them.
Coaching institutes running in any part of Bihar will have to get themselves registered with the state government. They will have to provide facilities to students as per prescribed standards. The state government is also framing guidelines in this regard and based on that coaching centres will require to have a team of qualified teachers and adequate infrastructure.
The Education Department has prepared the Bihar Coaching Institute (Control and Regulation) Rules 2022.
As per the regulations Bihar Coaching Institute (Control and Regulation) Act 2010, they will also need to inform the Bihar government about their fee structure for various courses offered by them at the time of registration.
As per the regulations which were enacted in 2010 and being implemented after 12 years, running coaching without registration or its renewal (after three years of registration) will come under the category of a criminal offence. For violation of any provision of the Rules or the Act, there is a fine of Rs 25,000 for the first offence, Rs 1 lakh for the second offence and there is also the provision of registration cancellation for committing an offence multiple times.
A four-member committee will take the decision on registration, SDO will do a site check: All District Magistrates will constitute the registration committee within 15 days of implementation of the rules. It will have itself DM, SP, DEO and principal of an incorporated college. The DM also has to form an inquiry committee within 15 days of the formation of the rules. The investigation will not be done by officers below the level of DM or SDO. The provisions of complaint, hearing and appeal against coaching institutes and their fees will also be fixed in the rules.
All coaching institutes will have to apply for registration within 30 days of the implementation of the rules. The registration fee has been fixed at Rs 5000, while the renewal fee is Rs 3000. The details, of course, duration of completion, tuition fee, and physical structure will have to be given along with the application.
As per the rules notified by the state government, the minimum area of the classroom will be 1 sqm per student. Teachers' bio-data will also have to be given. Only teachers with minimum graduation qualifications or retired will be able to teach.
