Delhi Government issues New Safety Guidelines for Schools following UPSC Coaching Basement Incident

The Directorate of Education (DoE) has mandated that both private and government-run schools adhere to the Master Plan for Delhi, 2021, specifically concerning the use of basements in public buildings. School authorities are required to take all necessary measures to prevent waterlogging on and around school premises.

In response to the tragic flooding incident at the Rajinder Nagar coaching center, which resulted in the deaths of three UPSC aspirants, the Delhi government has issued new safety and security guidelines for schools.

Compliance with Master Plan for Delhi

The Directorate of Education (DoE) has mandated that both private and government-run schools adhere to the Master Plan for Delhi, 2021, specifically concerning the use of basements in public buildings. School authorities are required to take all necessary measures to prevent waterlogging on and around school premises.

Ensuring Safety and Infrastructure

The circular emphasizes the importance of ensuring student safety following recent tragic events where three Civil Services aspirants drowned in a coaching institute basement and another lost their life due to electrocution. Schools across Delhi are instructed to have proper infrastructure in place to prevent such incidents.

Basement Usage and Building Access

Principals are required to ensure that basements, if present, are used only for activities allowed under the Master Plan and sanctioned plans. All school gates must be functional for both entry and exit, and basement access should be clearly marked in the school's evacuation plan. Corridors must be kept free of obstructions to ensure smooth passage.

Regular Inspections and Safety Measures

Schools are instructed to regularly inspect corridors and staircases for water accumulation and take necessary actions to address any issues. Additionally, electrical wiring and fittings, including appliances, must be checked to adhere to safety norms and prevent potential hazards. Fire safety measures must also be in place.

These guidelines aim to enhance the safety and security of students in light of recent events and ensure that schools are adequately prepared to handle emergencies.
