Universities in Rajasthan failed to utilise research funds, states CAG report

The CAG report has also pointed out that the Rajasthan University, a total of 806 research papers were published in the surveyed year with an average of 3.44 papers by every teacher. 

The Comptroller and Auditor General (CAG) report 2020 has been released. As per the report, state Universities have miserably failed to utilise funds meant for research leading to a fewer number of research publications.

Rajasthan University in Jaipur and Jai Narain Vyas University in Jodhpur have utilised an average of 50 per cent funds in research projects from 2014-2019, the report stated. The Rajasthan University has been allocated a grant of Rs 184.05 crore by different funding agencies for carrying out 87 research works.

However, it has utilised only Rs 96.98 crore while the remaining Rs 87.07 crores have been yet to be claimed by the researchers. The number of projects completed by the RU was 34 out of 87. The JNVU could complete none of the research projects given to them from 2014-19, said the CAG report.

"UoR, Jaipur could utilize only 45.82 per cent of approved grants on research projects and complete only 39 per cent research projects. Further, no patent could be awarded as an outcome of the completed research projects. In JNVU, Jodhpur, none of the 14 research projects could be completed even after utilising 62.60 per cent of research grants. No research project was undertaken in GGTU, Banswara. Alarmingly, in UoR, Jaipur, 72 thesis submitted by PhD students were pending for evaluation/ examination with the examiners since 2007 upto 2019," the report stated.

The CAG report has also pointed out that the Rajasthan University, a total of 806 research papers were published in the surveyed year with an average of 3.44 papers by every teacher. 

The same report also pointed out that in RU a total of 806 research papers were published in the surveyed year with an average of 3.44 papers by every teacher. In Jain Narain Vyas University, 417, research papers were published which are almost half to that of the Rajasthan University. It has been observed that the scale of research works is lesser as compared to premier universities of other states.The CAG has picked up 30 colleges for the survey. It must be noted that Rajasthan has the fourth-highest number of colleges.
