AIOBCSA Urges Review of Draft Guidelines, Deems De-reservation Proposal as Anti-Constitution

The All India OBC Students Association (AIOBCSA) has raised concerns regarding the draft guidelines for implementing the Reservation Policy of the Government of India in Higher Education Institutes (HEIs).
De-reservation Proposal:
AIOBCSA asserts that the proposal to de-reserve certain seats is potentially in violation of the recruitment process, deeming it anti-Constitution and against social justice. The association recommends that HEIs refrain from de-reserving SC, ST, OBC, PWD posts and advocates for every effort to fill reserved positions without resorting to de-reservation.
Reservation in Admission Programs:
The organization points out that the failure to carry forward unfilled PhD reserved seats can impact reservation percentages. AIOBCSA suggests that unfilled PhD reserved seats should be carried forward to the next academic year as backlog seats to maintain reservation percentages.
Representation in Selection Board:
Kiran Kumar, President, All India OBC Students Association in a statement stated: “AIOBCSA expresses concern over the lack of clarity in implementing the DoPT letter of February 13, 2014, regarding the selection board. The association recommends that Selection Boards/Committees include one member each from SC/ST, OBC, women, and minority communities, adhering to DoPT guidelines.”
Role of Monitoring Authorities:
AIOBCSA objects to NCSC, NCST, and NCBC being assigned the role of monitoring authorities. The organization proposes that UGC establishes a standing committee to monitor implementation, conduct annual audits, and direct HEIs to keep rosters in the public domain.
AIOBCSA emphasizes the need for a thorough review of these concerns to ensure the equitable implementation of the reservation policy in HEIs. The organization calls for transparency and adherence to established guidelines for the benefit of all stakeholders.
