DU EC passes Rs 1886.53 crores Budget; AAP Teachers wing demand absorption of Ad-hocs
Delhi University Executive Council will promote research culture and research-oriented academicians will be reemployed
The University of Delhi Executive Council during its recent meetings has passed a budget of around INR 1900 crores under various heads. However, some of the Executive Council members went and sat in the well of EC protesting against alleged massive displacements of ad-hoc and temporary teachers and the absence of Governing Bodies in 28 Delhi Government Colleges affiliated with DU.
In this EC meeting the budget of 1886.53 crores of the university was passed for the financial year 2023-2024. Along with this, the draft was also approved for promoting research culture in the university and the reemployment of research-oriented academicians.
A total budget estimate of Rs 1886.53 crore was presented for the financial year 2023-2024, under which a total of Rs 512.34 crore is estimated in the salary head. Accordingly, a provision of Rs 267.33 crore has been made under regular faculty salary and Rs 127.01 crore for regular non-faculty salary and Rs 118.00 crore for other subjects.
Reemployment of retired teachers
After considering the recommendations of the committee constituted to prepare guidelines for the promotion of research culture in various subjects in the university and the reemployment of research-oriented academicians, these recommendations were also passed in this meeting. Under this, retired research-oriented educationists can be re-employed. This rule will be applicable only in the University Teaching Departments/Centres/Schools/Institutions established by the University of Delhi, it has not been implemented in the Colleges of the University.
DU Vice Chancellor Prof. Yogesh Singh pointed out that The new National Education Policy envisions the improvement of quality research with an emphasis on innovation and technology development in Higher Education Institutes. In order to promote and strengthen research culture, the University of Delhi constituted a Committee and asked the said committee to prepare distinct guidelines for the re-employment of research-oriented academicians with a proven track record of quality research and publications in various disciplines, namely Science & Technology, Humanities & Social Sciences, and other disciplines.
The re-employment shall be applicable in the case of Professor/Senior Professor of the Departments/Centre/ School/ Institution only against the vacant post of Professor/Associate Professor in a Department/Centre/School/ Institution and will be subject to the fitness of the faculty member seeking re-employment. The re-employed Professor/Sr. Professor shall hold the position only till such time as the position against which the re-employment has been made is vacant and shall cease to exist after the regular appointment is made against that post.
On the other hand, AAP Teachers' Wing held a dharna inside DU's Executive Council Meeting demanding the immediate formation of Governing Bodies in Delhi Government funded DU Colleges. “Over 80% of ad-hoc and temp teachers being displaced in the ongoing interviews in DU,” said Seema Das, EC Member. She went on the add that DU has backtracked on its promise of no displacement, this is harassment of professors.
On January 27, 2023, the then Deputy Chief Minister, Manish Sisodia wrote to DU VC stating Delhi Government policy for absorption of ad-hoc and temporary teachers. In a series of letters, Sisodia asserted that there was a wilful delay in the formation of GBs and as per AADTA this was done to subvert the policy of the Delhi Government for absorption with the cooperation of these GBs and revival of Temp Ord XIIIA.
The AADTA has demanded that the DU administration take immediate action to form Governing Bodies in Delhi government-funded DU colleges to ensure job security for ad-hoc and temporary teachers and avoid arbitrary displacement. The AAP has also called for an end to the harassment of professors and the implementation of fair employment practices at DU.
