Rajya Sabha Passes Bill To Set Up Central Tribal University in Telangana

The Rajya Sabha passed a bill aiming to create Sammakka Sarakka, a central tribal university in Telangana, focused on delivering higher education and research opportunities, especially catering to the tribal community. The Central Universities (Amendment) Bill, 2023 passed unanimously via a voice vote after the ppposition left the House during the debate on the security breach matter in the Lok Sabha. 

Highlighting the commitment to tribal education, the bill specifies that the central tribal university will engage in educational and related endeavors akin to any other central university. The Central Universities Act of 2009, designed to establish and integrate universities for teaching and research across different states, has undergone periodic revisions.

While introducing the bill, Union Education Minister Dharmendra Pradhan highlighted that the university in Telangana could have been functional if the state government had swiftly cooperated by providing land. The delay was attributed to the slow allocation of land by the state government. The Central Universities (Amendment) Bill, 2023, initially proposed in the Lok Sabha by the education minister, aims to establish the "Sammakka Sarakka Central Tribal University.

The establishment of the University will incur a cost of Rs. 889.07 crore. It will offer graduate, postgraduate, and doctoral programs through five schools housing 11 departments. Over the initial seven years, a total of 2790 undergraduate and postgraduate students are projected to be enrolled at this Tribal University. This will contribute to the development of surrounding areas by facilitating various services and commercial activities, consequently generating indirect employment opportunities.

Before the Telangana assembly elections, Prime Minister Narendra Modi had announced the establishment of the central tribal university in Mulugu district, allocating a budget of Rs. 900 crore for the project.
