Supreme Court upholds Manipur High Court Order on Reservation in Manipur University
The Supreme Court endorsed views taken by Single Judge on amendments in Manipur University reservation policy
Supreme Court has upheld Manipur High Court’s order upholding the decision of Manipur University to reduce reservation in admission for Scheduled Caste candidates from 15% to 2% and increasing for Scheduled Tribes from 7.5% to 31%.
The judgement has been given in terms of the amendment to the Central Educational Institutions (Reservation in Admission)Act 2006.
The Supreme Court endorsed views taken by Single Judge that after amendment Manipur University had to follow reservation norms, 2% for SC candidates, 31% for ST candidates and 17 % for OBC candidates.
Earlier, Manipur High Court ordered to reduce reservation in admission from 15% to 2% for Scheduled Caste (SC) candidates and from 7.5% to 31% for STs in terms of amendments to the Central Educational Institutions (Reservation in Admission) Act, 2006. The decision was upheld by the Supreme Court.
The Supreme Court has maintained that the impugned judgment has been upheld, supporting the view taken by the Single Judge. The university has to follow the revised reservation norms. The matter was already cleared by the Manipur High Court.
The University Grants Commission (UGC) had cut the admission quota for tribal students.
The Manipur University Tribal Students Union (MUTSU) did not agree with the changes made by the UGC. According to the UGC notification, the reservation quota was fixed at 15 percent for SC candidates for the appointment of teachers and non-teaching staff and admission of students, 7.5 percent for Scheduled Tribes and 27 percent for Other Backward Classes.
Manipur University officials have said that all universities funded by the central government will have to follow the policy of UGC, so universities are bound by this rule. The matter of reservation is going on for a long time, on which the Supreme Court has given its approval.
