UGC Launches PhD Excellence Citation to Recognize Outstanding Doctoral Research

In a move to enhance the quality of research in India and foster a culture of academic excellence, the University Grants Commission (UGC) has introduced the "PhD Excellence Citation." This annual award aims to recognize and honor exceptional doctoral research conducted across various disciplines in Indian universities. The decision was made during the UGC’s meeting on October 3, 2024, with the first set of awards to be presented on Teacher’s Day, September 5, each year.

Promoting Research Excellence Aligned with NEP 2020

This new initiative aligns with the National Education Policy (NEP) 2020, which emphasizes the creation and exploration of new knowledge as essential for India’s future. UGC Chairman Prof. M. Jagadesh Kumar highlighted the initiative's role in driving innovation and recognizing quality research in India’s higher education institutions (HEIs). "This initiative is set to recognize outstanding doctoral research across various disciplines," Kumar stated, adding that it would contribute to India’s aspirations of becoming a global knowledge superpower.

Disciplines and Selection Process

Each year, the UGC will award ten citations, with two PhD theses selected from each of the five streams: Sciences (including Agricultural and Medical Sciences), Engineering and Technology, Social Sciences (including Education and Humanities), Indian Languages, and Commerce and Management.

The selection process will involve two stages—initial screening at the university level, followed by final selection by a UGC-appointed committee. The guidelines stress that the research must be original, demonstrate innovative approaches, and significantly contribute to its field of study. Other evaluation criteria include research methodology, thesis clarity, societal impact, and overall presentation quality.

Surge in PhD Pursuits: Key Statistics

A UGC-conducted study on PhD admissions between 2011 and 2018 revealed a significant rise in students pursuing research degrees. PhD enrolments doubled from 77,798 in 2010-11 to 161,412 in 2017-18, reflecting a growth rate of 10% annually. The study found that most PhDs were awarded in Sciences (30%), followed by Engineering and Technology (26%), Social Sciences (12%), Indian Languages (6%), Management (6%), and other fields such as Agricultural Sciences, Medical Sciences, and Commerce.

Application Process and Eligibility Criteria

The PhD Excellence Citation is open to scholars who have successfully defended their theses at Indian universities recognized under Section 2(f) of the UGC Act and accredited by the National Assessment and Accreditation Council (NAAC). Universities can nominate up to five theses each year, one from each stream. To participate, applicants must upload their thesis details, including research publications and patents, on the INFLIBNET portal. The nominations process will open on January 1, and the final date for submission will be March 31.

The introduction of the PhD Excellence Citation is expected to significantly boost the quality of research in India’s higher education sector, encouraging universities to foster a more rigorous and innovative research environment.
