BMC MARD warns of mass leave from Jan 15 after DMER de-recognises bond served in BMC hospitals

Directorate of Medical Education and Research (DMER) Maharashtra has announced that from this year onward, the one year mandatory bond served by the senior residents in the Brihanmumbai Municipal Corporation-run medical colleges via counselling conducted by BMC will be de-recognised.
As per reports, the Central MARD has supported DMER's decision and taken an opposing stand to the BMC MARD's strike call against the de-recognition of bond posts in civic medical colleges, deeming it "entirely illegal".
BMC MARD is planning a strike from January 15, 2024, in response to an order from the DMER to de-recognize the posts of Senior Resident, and house officer as bond services.
Dileep Mhaisekar, director, DMER said, “It has been observed that BMC has been recruiting SRs prior to the declaration of posts across the state. This is a violation of the high court order regarding allotment of SR posts, so we sent them a letter eight days back. Last time too, the medical education commissioner had issued a letter to the civic body, but they had filled up the SR posts on their own,” he said, as reported by Hindustan Times.
The counselling for nearly 70 positions of SR and HO at municipal hospitals is independently conducted by the BMC, and it was not integrated into the central counselling rounds said DMER Maharashtra. While supporting the DMER stand, Central MARD said that a 2011 High Court order mandates central counselling for the appointment of SRs in Maharashtra. "Despite this, the civic body has been conducting parallel counselling which is clearly a contempt of court. The post of SR/HO attained through non-central counselling is illegal," said the Central MARD, as reported by TOI.
