During the Lok Sabha session, Dr. Subrahmanyam Jaishankar, the Union Minister of External Affairs revealed the during the Ukraine-Russia conflict, Government of India repatriated approximately 18,282 Indian nationals, mainly comprising medical students, through "Operation Ganga." The National Medical Commission (NMC) formulated specific assistance plans tailored to the student's respective stages in their academic programs.

Furthermore, the NMC has granted approval for the Academic Mobility Program initiated by Ukraine, allowing temporary relocation (during the conflict period) to universities in various countries (excluding India). As part of this provision, Foreign Medical Graduates (FMGs) returning from Ukraine are permitted a one-time opportunity to finish their outstanding medical coursework. Also, the degree will be conferred by the university where they choose to relocate. This relaxation period was extended for an additional three months as of November 22, 2023.

Dr. Subrahmanyam Jaishankar informed the Lok Sabha that Indian students who were in the final year of their undergraduate medicine course and completed their studies, receiving a certificate of completion of the course/degree on or before June 30, 2022, have been authorized to take the Foreign Medical Graduate Examination (FMGE).

Upon successfully passing the FMGE, these students will be required to complete a Compulsory Rotating Medical Internship (CRMI) lasting two years, a prerequisite for their registration.
