UPSC IAS 2024: The Union Public Service Commission conducts the UPSC CSE exam every year for recruitment to the post of Indian Administrative Service (IAS), Indian Police Service (IPS) and Central Civil Service through this exam. The IAS exam selection process includes three stages: prelims, mains and interviews. Candidates selected will have to appear for verification of documents.

Those who have fallen under the reservation or PwD category will have to submit the specified documents. However, the recent controversy surrounding Probationary IAS officer, who allegedly used a fake disability certificate for selection has sparked numerous questions. Here, candidates can check UPSC reservation guidelines and FAQs for persons with disabilities, before applying under these categories.

FAQs For Persons With Disabilities for UPSC CSE

Q: Which PwBD category persons are eligible to apply for UPSC IAS?

Answer: Only those belonging to the PwBD category(ies):

i)blindness and low vision;

ii)deaf and hard of hearing;

iii)locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy;

iv)autism, intellectual disability, specific learning disability and mental illness;

v)multiple disabilities from amongst person under clauses (i) to (iv) including deaf-blindness

Q: What are the permissible number of attempts available to a PwBD candidate in the Civil Services Examination?

Answer: PwBD candidates of the General/OBC/EWS categories are allowed a maximum of 9 attempts and PwBD candidates of SC/ST categories are allowed an unlimited number of attempts in case they are otherwise eligible.

Q: What are reservation provisions available for the candidates of the PwBD categories?

Answer: Reservations for candidates belonging to the PwBD categories will be provided according to the vacancies set by the Government. Eligibility for these reservations will follow the criteria outlined in "The Rights of Persons with Disabilities Act, 2016." Candidates with Multiple Disabilities will qualify for reservation solely under category (e) - Multiple Disabilities of Section 34(1) of the Act. They will not be eligible for reservations under any other disability categories (a) to (d) of Section 34(1) of the RPwD Act, 2016, even if they have a disability of 40% or more in any of these sub-categories.

Q: How much age relaxation could be allowed to the candidates of PwBD categories?

Answer: The prescribed upper age-limit (wherever applicable) is relaxable up to a maximum of 10 years in the case of candidates belonging to PwBD categories [viz. (i) blindness and low vision; (ii) deaf and hard of hearing; (iii) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy; (iv) autism, intellectual disability, specific learning disability and mental illness; (v) multiple disabilities from amongst person under clauses (i) to (iv) including deaf, blindness]. PwBD candidates, who also belong to either SC or ST or OBC or Ex-servicemen, are eligible for a grant of cumulative age-relaxation under both categories.

Q: What are the provisions for possessing a PwBD certificate and Medical Examination by the Government?

Answer: The candidates belonging to PwBD categories are likely to have been previously tested and in possession of related medical certificates even before applying for admission to an exam. However, it is to be noted that the prescribed Medical exam, also including that for PwBD categories, shall be mandatory and only the results of the prescribed Medical Examination shall be deemed valid for assessing whether a PwBD category candidate meets the requirements to be appointed.

Q: Are the PwBD candidates eligible/allowed to apply for all the Posts/Services under any Exam/selection?

Answer: No, the Cadre Controlling Authorities of the Government of India are responsible for identifying Posts/Services suitable for PwBD candidates and submitting these vacancies to the Commission. The Commission recommends PwBD candidates only for those vacancies that have been identified as suitable for PwBD candidates and submitted to the Commission for that specific category.

Q: Can a PwBD candidate be considered against eligible Post/Service even though PwBD certificate is not available from the competent authority?

Answer: No. A PwBD candidate is considered eligible for the benefits of reservations/ concessions/ relaxations for the exam/ selections made by the Commission, only if they possesses a valid disability certificate.
