Delhi government has said that it will fund the 12 Delhi University colleges only if they are de-affiliated from DU and become part of one of Delhi’s state universities.
As per reports, Delhi University Teachers Association (DUTA) wrote to Lieutenant Governor Vinai Kumar Saxena on the “wrong, unsubstantiated and baseless allegations of the financial irregularities" and on the de-affiliation of twelve DU colleges funded by Delhi government.
DUTA said “ It has been mentioned in the letter that the Directorate of Audit, Govt. of NCT Delhi noted several serious irregularities and procedural lapses involving hundreds of crores from public exchequer such as: (1) “colleges have created posts and engaged teaching and nonteaching staff without the approval of their administrative department and Finance Departments of the Government of NCT Delhi” (2) “salaries worth several crores are being paid who were never appointed through the established procedures.” On these two aforementioned points, the DUTA observed that there are three kinds of audits (namely Statutory, LFA, and AGCR, through Govt. agencies) are done on a regular basis," as reported by Indian Express.
“Even though all the posts were approved/sanctioned in 2015, a committee was constituted in 2021 by the University of Delhi, involving DHE, Delhi Govt. to resolve the issue of sanction of posts. All the colleges once again submitted the necessary details and documents for sanction of the posts as a one-time measure. All the Delhi Govt. Officials and University of Delhi officials were satisfied with the submissions of colleges. The outcome of this exercise is pending at the end of Delhi Govt," added the letter.
Earlier last month, Delhi University vice-chancellor Yogesh Singh had written to education minister Atishi that the colleges will remain with Delhi University but the government should provide the funding. This was after the Delhi government had said that it would fund the 12 DU colleges only after de-affiliation from the university. The Vice-Chancellor stressed the importance of maintaining funding continuity for the interest of students.
