Ministry of Education Organises Campaign for Tobacco Free Educational Institutions (ToFEI)

The Global Youth Tobacco Survey (GYTS) 2019 revealed that 8.5% of school children consume tobacco in some manner, which was a major consideration in the Tobacco Free Educational Institutions (ToFEI) guidelines. MOE Guidelines on Tobacco Free Institutions

The Ministry of Education has introduced a nationwide campaign on Tobacco-Free Educational Institutions (ToFEI) under the National Tobacco Control Programme (NTCP). The regulations were released to protect young people and minors from using tobacco products.

Almost 1.35 million deaths in India are caused by tobacco smoking each year, making it one of the leading causes of preventable deaths in the whole country. India ranks second when it comes to both tobacco production and consumption. As per the research results of the Global Youth Tobacco Survey (GYTS) 2019, 8.5% of 13 to 15-year-old students nationally use tobacco products in different ways.

A "ToFEI Implementation Manual" has been put together by the Ministry of Education's Department of School Education and Literacy. The goal is to have all educational institutions in the country become tobacco-free areas by implementing the ToFEI guidelines.

ToFEI Guidelines

The following guidelines shall be adhered to by the school authorities: 

  • Display a "Tobacco Free Area" sign identifying the educational institution's premises.
  • Display "Tobacco Free Education Institution" along with the name of the designated person at the boundary wall of the educational institution.
  • There shouldn't be any signs of tobacco usage on the premises, such as discarded tobacco pouches, or cigarette or beedi.
  • Posters and other awareness materials about the dangers of tobacco use are displayed within educational institutions.
  • Scheduling at least one tobacco control event every six months.
  • Shops within 100 yards shall not sell any kind of tobacco products.
