UPSC to conduct exclusive exam for recruitment to Railways

The Union Public Service Commission (UPSC) has decided to conduct an exclusive exam for the recruitment to the Indian Railway Management Service (IRMS). This comes after the decision of unification of eight different Railway services. The recruitment examination is expected to take place in the recruitment circle of 2021.

As per official sources, the Commission will be given the information regarding the requirement of the cadre in various wings for the services, engineering, etc. and the number of posts will be notified accordingly. “For example, we would tell the UPSC that 200 officers with 20 each engineer in civil, mechanical, electronics and general service for traffic, accounts and personnel wings, are required. The candidates will then have to take the main examination on their specialized domain course and not any other subject,” said the sources.

The move behind the massive restructuring of the management of the Railways is to remove the “departmentalism” culture which has seeped all the way up to the Railway Board, ensuring that there is “one service and officers from one batch should get promotion in one go”.

Railway Board Chairman Vinod Kumar Yadav said that the 250-odd officers joining the Railways will have an equal opportunity of reaching the top posts of Divisional Railway Managers (DRMs) and above, like General Managers. Until now, only those who were chosen to become 34 DRMS each year based on the UPSC marks and Date of birth could reach higher posts.

Kumar explained that for the IRMS, performance and personal integrity for those joining service based on their 15-year tenure by a group of three senior officers will be considered.
