According to the reports, the Commissioner Education (School) T Ranjit Singh in a notification on April 27 stated that the annual examinations of class 11 for the academic year (2019-20) can be cancelled in view of the prevailing health emergencies due to the outbreak of the COVID-19 pandemic.

The education department official stated that no exams will be conducted for the class 11 students. The students who were supposed to appear for class 11 annual exams will be promoted to class 12 based on their performance in a term test. The notification said "action taken report" by the schools should be intimated to the state government. The schools in the state have to submit the action taken report after implementing the orders in their school.

The Council of Higher Secondary Education Manipur (COHSEM) cancelled the class 11 examinations in mid-February after the question papers for the five subjects got leaked. The COHSEM then announced that the examination for the five subjects would be held on a later date. However, the Higher Secondary Education Council could not release fresh dates for the pending exams due to the nationwide lockdown imposed by the government in order to contain the spread of the deadly COVID-19. The government announced a countrywide lockdown for 21 days on March 24. PM Narendra Modi later extended the lockdown until May 3.
