The MHA asked the examinations to be conducted "compulsorily" by the guidelines of the University Grants Commission and as per the Standard Operating Procedure (SOP) approved by the Union Ministry of Health & Family Welfare.

The Ministry of Home Affairs permitted universities and colleges to hold examinations. The MHA asked the examinations to be conducted "compulsorily" by the guidelines of the University Grants Commission and as per the Standard Operating Procedure (SOP) approved by the Union Ministry of Health & Family Welfare. The Home Ministry communicated its decision in a letter to the higher education secretary today. While students were expecting cancellation of the final-year university and college exams, the high authorities decided to conduct these exams as they hold higher importance.

According to the MHA statement: “The final Term Examinations are to be compulsorily conducted as per the UGC Guidelines on Examinations and Academic Calendar for the Universities, and as per the Standard Operating Procedure (SOP) approved by the Union Ministry of Health & Family Welfare.” Prior to MHA guidelines, six states and several central universities had already cancelled or postponed exams for final-year students.

Meanwhile, the University Grant Commission (UGC) also released its revised guidelines for the final year university and college exams. According to the UGC revised guidelines 2020, the exams that were supposed to be conducted in the month of July will now be postponed and conducted by September-end. The Commission also stated that Universities can choose to conduct the final-year exams in any mode i.e. online, offline, or using a blended method.

The official notice released by the UGC further states, “In case a student of terminal semester/ final year is unable to appear in the examination conducted by the University for whatsoever the reason(s) may be, he/she may be given opportunity to appear in special examinations for such course(s)/ paper(s), which may be conducted by the university as and when feasible, so that the student is not put to any inconvenience/ disadvantage. The above provision shall be applicable only for the current academic session 2019-20 as a one-time measure."
