Committee to submit recommendations on Indian University Campus Abroad: Subhas Sarkar

16 member committee comprising Director of IITs, VC of CUs have been asked to submit its report by March 17.

Education Ministry constituted committee will be soon submitting its report on the feasibility of setting up campuses of Indian universities abroad. A 16 member committee was asked to submit its recommendations within a period of three months.

Union Minister of State in the Education Ministry, Dr Subhas Sarkar has informed the Lok Sabha that the committee constituted by the ministry to give its recommendations within a period of three months has been asked to prepare a draft framework/structure, after examining the existing provisions for opening offshore campuses.

The committee comprising directors of seven IITs and vice-chancellors of four central universities, headed by IIT Council Standing Committee Chairman Dr K Radhakrishnan has been asked to prepare a roadmap to allow overseas campuses of Indian universities.

The committee will also study the horizontal and vertical structure for academic, administrative, financial and legal framework; the descriptive role of parent institute with its offshore campus institutes, operational safeguard required for insulating the parent institute vis-à-vis its offshore campuses from liabilities as per the Law of a foreign country.
Sarkar while replying to a question said that it would also suggest a process for accreditation of academic courses being offered at offshore campuses, besides examining all proposals received so far in the Ministry and addressing any other relevant issue as deemed.

The committee has been asked to submit its report by March 17.

The Minister informed that the National Educational Policy (NEP) 2020 envisages the Internationalization of Higher Education in terms of promoting India as a global study destination. NEP 2020 also provides that High performing Indian universities will be encouraged to set up campuses in other countries. Further, ‘Guidelines for Internationalization of Higher Education’ issued in July 2021 by the University Grants Commission emphasizes a systematic brand-building campaign by the Higher Education Institutions (HEIs) and explains that HEIs are encouraged to set up offshore campuses in order to expand the outreach of the institutions and build the image of India as an international study destination.
