The All India Council for Technical Education (AICTE) has announced the new Approval Process Handbook for FY 2024- 2027. The APH 2024-2027 brings more flexibility for colleges to propose their student intake capacity, fewer documents for land and buildings, and initiate the approval process through a single window.
In the new handbook, AICTE has created a provision for employed/ working professionals to upgrade their academic qualifications/ skill sets through flexible (timings) mode.
The revised AICTE Handbook also has the provision of Hibernation for the Institutions looking for upgradation/revamping of the facilities. It also places a huge emphasis on innovation through the INDOVATION program and by establishing the Institution's Innovation Council (IIC) on its campuses.

All India Council for Technical Education (AICTE) has unfurled the much-anticipated Approval Process Handbook (APH) for FY 2024-2027. This handbook embodies a beacon of change, fostering innovation through the INDOVATION program and the establishment of the Institution's Innovation Councils (IIC) across campuses, with a resolute vision of positioning India as a global technical powerhouse by 2047.
A new handbook makes provisions for working professionals, allowing them to enhance their academic qualifications and skill sets through flexible modes and timings. Additionally, it introduces the concept of 'Hibernation,' providing institutions with an opportunity for upgradation and revitalization of their facilities.
By soliciting feedback and suggestions from over 600 stakeholders and experts, AICTE has demonstrated a commitment to inclusivity and transparency, resulting in numerous valuable suggestions being integrated into the final draft.
Let's delve into the transformative changes introduced in the APH 2024-2027:
Extension of Approval for up to 3 years for high-performing institutions.
Relaxation of intake limits for well-performing existing institutions, contingent upon demonstrating quality infrastructure and qualified faculty.
Streamlining compliances related to land documents and NOCs.
Introduction of off-campus provisions for established institutions under affiliating universities.
Integration of undergraduate programs in Computer Applications and Management under AICTE's purview, ensuring holistic development in technical and management education.
Enhanced provisions for working professionals to upgrade their academic qualifications and skill sets through flexible learning modes.
Clarity on approval processes for Open and Distance Learning (ODL) and Online Learning (OL).
Default approval for skilling through vocational courses in all AICTE-approved institutions.
Revised penal action clauses for violations, ensuring adherence to norms and requirements.
A substantial emphasis on innovation through the INDOVATION program and the Institution’s Innovation Council (IIC) establishment on campuses.
This monumental move by AICTE, encompassing the approval of BCA and BBA/BMS courses, promises manifold benefits such as access to model curriculum, eligibility for scholarship schemes, faculty development programs, research funding, and numerous resources aimed at fostering student growth and employability.
The Approval Process Handbook (APH) of AICTE is a roadmap for all Institutions seeking approval from the council to run programmes/courses falling under AICTE’s ambit. Considering the same, AICTE is endeavouring to build a transparent and hassle-free technical education ecosystem by ensuring seamless approvals to institutions through the AICTE Approval Process Handbook. Various amendments and changes have been incorporated in Approval Process Handbook 2024-27 with a focus on quality of education, simplicity of procedures and transparency in implementation.
Prof. Sitharam, while addressing the media personnel, informed that AICTE has come up with an Approval Process Handbook applicable for the next three years. The handbook elaborates on processes which institutions need to follow while seeking approval from the council to run technical and management programmes/courses. Prof. Sitharam also highlighted the amendments and provisions that have been incorporated this year in the Approval Process Handbook with a primary focus on quality of education, simplicity in procedures and transparency in implementation.
He also added that for the first time, AICTE posted the draft of the new APH in the public domain to seek opinions and suggestions/ feedback from various stakeholders and experts. More than 600 suggestions and comments were received from different stakeholders, which were evaluated by an expert committee and many suggestions were incorporated in the final draft.
The new provision of AICTE approval for Institutions offering BCA and BBA/BMS courses will enable better quality through model curriculum, eligibility for scholarship schemes like PRAGATI, SAKSHAM, SWANATH etc., faculty participation in FDPs through ATAL Academy, Quality Improvement Programme, Research Promotion Scheme for funding Faculty, Innovation Cell activities for students, free access to all technical books, access to Students Assessment Portal (PARAKH), placement and internship facilities for students through AICTE’s Internship and Placement portal.
