AICTE Issues Clarification on Mandatory Teacher Training for Faculty Promotions

The All India Council for Technical Education (AICTE) has issued a clarification regarding the mandatory teacher training stipulated in the AICTE Regulation 2019, published on March 1, 2019. The clarification addresses concerns raised by faculty members and directors of technical education about the impact of this requirement on promotions.
In a letter addressed to all Principals and Directors of Technical Education, the Council acknowledged the numerous representations received concerning the mandatory training requirement for senior faculty members seeking promotion to higher scales. It has been noted that promotions have been delayed due to the non-fulfillment of this training requirement.
To resolve this issue, the AICTE has advised appointing authorities, State Directorates of Technical Education, and affiliating universities not to withhold the promotion of eligible senior faculty members due to the lack of mandatory training. Promotions can proceed, provided that the faculty members complete the required training within 12 months from the date of this clarification. This is contingent on the fulfillment of other conditions outlined in the respective notification for promotion to a higher scale.
The appointing authority, affiliating university, or Directorate of Technical Education will assess the relevance of courses undertaken by faculty members with more than five years of experience as part of the mandatory training fulfillment.
This move aims to ensure that the career advancement of senior faculty members is not unduly hampered while maintaining the integrity of the training requirements set forth in the AICTE Regulation 2019.
