Kerala mulling to allow Foreign, Deemed Universities
Vijayan government exploring modalities to control fee structure, examination mode of foreign universities
The Kerala government has decided to allow private, deemed universities in the state. The Left Democratic Front (LDF) government is planning to allow foreign universities to set up campuses in the state.
Following UGC's announcement of the draft regulations to allow foreign universities to set up campuses in India, the ruling Left Front government in Kerala has decided to allow private investments in the higher education sector in the state. During a recent meeting, the state committee approved a policy document that highlights the need to start deemed universities in the state.
The meeting attended by Chief Minister Pinarayi Vijayan approved a proposal to allow private investments in the higher education sector in Kerala. The meeting also approved a proposal to allow institutions in higher education in the cooperative sector, on a public-private-partnership model and also through private sector investment. The document also highlights the need to start deemed universities.
The move is likely to pave way for the establishment of foreign universities and deemed universities in Kerala.
Earlier, the Kerala unit of the CPI(M) gave its nod to private investment in the higher education sector during its 23rd Party Conference. In its “vision statement for a new Kerala” presented by CM Vijayan, the party called for a private and PPP model of higher education and research institutions.
As per reports, the Vijayan government is also mulling over how to maintain some degree of control over the foreign universities that would set up campuses in the state including their fee structure, examination mode, syllabus and course structure.
