UGC formulates Draft Foreign University Regulations; Varsities not in top 500 Rankings eligible

Foreign universities will only offer on-campus courses; Online, ODL programmes are not allowed

The University Grants Commission is ready with the draft for allowing foreign universities to set up campuses in India. UGC will give initial approval for 10 years, which will be renewed, following the due process and these universities will be allowed to set up campuses anywhere in India, including Gift City.

Universities need to apply on the UGC website and their application will be evaluated within 45 days, following which they will be issued a Letter of Intent (if approved), allowing them to initiate the process of setting up campuses in India. Once the draft is published, UGC will reach out to embassies of different nations, also reach out to Indian embassies in different nations and top universities for their feedback.

UGC Chairman M. Jagadesh Kumar said that UGC is coming up with new regulations to allow foreign universities to set up campuses in India. The NEP envisions top foreign universities setting up campuses in India and it also allows for the regulatory framework for their operations.

"These foreign universities will admit not just Indian students, but they will also admit foreign students thus making India a preferred study-abroad destination. UGC will be uploading the draft of the regulations today and the final regulations will be up by the end of this month," said Prof Kumar.

UGC has formulated, UGC (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023, to permit foreign universities to set up campuses in India. The institutions will not be allowed to offer online or distance learning programmes, they will have to offer only on-campus programmes.

Kumar added that institutions which take part in international rankings as well as which do not take part in these rankings but are reputed will be allowed to set up campuses in India. The UGC has specified certain criteria and an important rule will be that they will not be able to set up a campus in India without UGC approval.

UGC Chairman explaining the process said: “Universities in the top 500 of global rankings as well as in the subject category will also be allowed to set up campuses in India. Institutions will have to apply on the UGC portal to get approval, a committee formed by the UGC will examine the application on various aspects and within 45 days the committee will submit its report to the UGC. Based on that UGC will give in-principle approval and a letter of intent, to set up the campus. It will give two years to set up campuses in India.

UGC will give initial approval for 10 years, which will be renewed, following the due process.

UGC will allow universities to evolve their own admission process. The fee structure will be decided by the universities and it should be transparent and reasonable and visible on their website. They will be free to recruit faculty and staff from India and foreign countries.
