Ministry of Railways (in terms of order no- ERB-I/2022/23/06 dated 09.02.2022) has decided to include issues of Course Completed Act Apprentices (CCAAs) trained in Railways in terms of reference of the committee constituted on January 26, 2022. The Ministry of Railways has decided that CCAAs trained in the railway establishments will be given due weightage for the training done by them in Railways Establishments in preparation of the final merit list after the conduct of CBT for RRB Group D. CCAAs will be exempted from Physical Efficiency Test.

What were the demands of CCAAs?

CCAAs demanded that they should be given appointment in Level-1 recruitment without undergoing the prescribed recruitment process such as  written test and physical efficiency test.

Ministry of Railways Reply to the Demand

Earlier, Ministry of Railways had rejected the demand of apprentices for appointment in the railways without undergoing the prescribed recruitment process such as written test and physical efficiency test. “The demand of apprentices for appointment without undergoing recruitment is not acceptable. This is not feasible for acceptance as it is violative of Constitutional provisions and Apex Court judgement in matters of public employment whereby any employment cannot be provided except through a procedure involving fair selection,” said Ministry of Railways.

The Ministry of Railways said that apprentices trained in railway establishments are given preference in appointment over others subject to obtaining minimum qualifying marks and meeting medical standards. In view of ongoing transformation of Indian Railways and with a view of bringing fairness, transparency and objectivity in all railway recruitments, the selection process has been centralised for all recruitments to the level 1 posts in 2017 wherein a common nationwide computer based test (CBT) is conducted.

How Many Seats are Reserved for CCAAs?

20 per cent of the vacancies in level 1 posts are reserved for apprentices trained in railway establishments. A total of 12,504 level 1 posts out of 63,202 advertised under CEN 02/2018 were earmarked for apprentices. Similarly, in RRB Group D 2021 exam (CEN RRC 01/2019), out of 1,03,769 posts, vacancies are reserved for apprentices.
