Out of the 21 schools whose affiliations were revoked, 16 are based in Delhi and 5 in Rajasthan. The six downgraded schools, all located in Delhi, have been moved from Senior Secondary to Secondary level.

In a significant move, the Central Board of Secondary Education (CBSE) has withdrawn the affiliation of 21 schools and downgraded six others in Rajasthan and Delhi following a series of surprise inspections in September. The board’s decision comes after evidence showed widespread non-attendance of students, violating the core educational norms.

Schools Affected: 16 in Delhi, 5 in Rajasthan

Out of the 21 schools whose affiliations were revoked, 16 are based in Delhi and 5 in Rajasthan. The six downgraded schools, all located in Delhi, have been moved from Senior Secondary to Secondary level. This drastic action by CBSE follows findings from surprise inspections conducted to ensure that schools are adhering to attendance regulations as outlined in the Affiliation and Examination Bye-Laws of the board.

The primary reason for these actions is the significant number of non-attending students, particularly in classes 9 to 12, violating the foundational rules of student attendance and educational integrity. CBSE noted that these irregularities were supported by video-graphic evidence gathered during the inspections.

Focus on Attendance and Educational Integrity

The inspections aimed to assess whether the schools were operating in compliance with the CBSE's strict attendance norms, particularly in classes 9 to 12. According to the board, the existence of so-called “dummy” or “non-attending” students undermines the core values of education and hampers the overall development of students.

The CBSE issued show cause notices to these institutions, providing them a 30-day period to respond to the violations. The schools’ explanations and submissions were thoroughly reviewed by the board, which found the schools in violation of CBSE’s operational standards.

CBSE’s Statement on the Issue

In an official statement, CBSE emphasized that the issue of non-attending schools is a serious concern that not only affects the quality of education but also compromises the growth and academic success of students. The board made it clear that the practice of dummy admissions is contrary to the mission of educational reform and student development.

“As the leading national education board with an international presence, we have long been committed to advancing educational reforms, delivering quality education, and fostering the holistic development of students. However, the practice of dummy or non-attending admissions contradicts the core mission of school education, compromising students’ foundational growth,” the board said.
