NMC Warns 150+ Medical Colleges Over Non-Submission of Stipend Data; 3-Day Deadline Issued
The Supreme Court, through its orders dated September 16, 2023, and April 1, 2024, directed the NMC to compile and submit comprehensive details regarding the stipends paid to medical interns and residents.
The National Medical Commission (NMC) has issued a stern show cause notice to several medical colleges across the country for failing to submit requisite details of stipends paid to undergraduate interns, postgraduate residents, and senior residents or postgraduate students in super-specialty courses. This directive follows the orders of the Supreme Court of India in response to Writ Petition (Civil) No. 730/2022 and eight other related cases.
Supreme Court Directives on Stipend Data
The Supreme Court, through its orders dated September 16, 2023, and April 1, 2024, directed the NMC to compile and submit comprehensive details regarding the stipends paid to medical interns and residents. To comply, the NMC issued a public notice on April 16, 2024, instructing all health institutions and medical colleges to provide the necessary details for the financial year 2023-24.
Medical colleges were required to furnish this data in the format specified in Annexure-1 and submit it via the designated email ID stipend23-24@nmc.org.in. Additionally, from the financial year 2024-25 onwards, institutions were mandated to:
Upload stipend details monthly on their official websites by the 5th of every month.
Submit the annual cumulative statement to the NMC via stipend24-25@nmc.org.in at the end of the financial year.
Non-Compliance and Consequences
Despite these clear directives, many institutions have failed to submit the required data. The NMC expressed serious concern over this non-compliance and has now issued a show cause notice to the defaulting colleges, listed in an attached document.
The notice emphasizes the gravity of failing to provide this data and questions why penal action should not be taken against these institutions. It further instructs the defaulting colleges to:
Immediately furnish the stipend details for the financial year 2023-24 via the dedicated email ID stipend23-24@nmc.org.in.
Comply with this directive within three days of receiving the notice.
Implications of Non-Submission
The NMC's move underscores the critical importance of transparency in stipend payments to medical trainees. Accurate data is essential to ensure fair practices and adherence to norms set for medical education institutions. Non-compliance could lead to potential penalties or other regulatory actions, signaling the NMC's firm stance on accountability.
This development serves as a wake-up call for medical colleges to align with the stipulated requirements promptly. The NMC's initiative reflects its commitment to enforcing transparency and addressing discrepancies in the payment structures for medical interns and residents. Institutions are urged to take immediate corrective measures to avoid potential penal action and uphold their responsibilities as per the regulatory guidelines.
