The University Grants Commission (UGC) took a decision to grant full autonomy to 52 universities and 8 colleges on March 20, 2018. Among these educational institutes fall 5 central universities, 21 state universities, 25 deemed to be universities, 2 private universities and 8 colleges. UGC has granted full autonomy to these universities and colleges under the Autonomous Colleges Regulation.
Union Human Resource Development Minister, Prakash Javadekar revealed that these institutes have been granted full autonomy because they have maintained high standards of excellence. Also, because of the autonomous status, the universities would be given the freedom to decide their own admission process, curriculum, fee structure etc. Apart from this, the institutes are free to get into academic collaborations with top 500 universities of the world. Regarding the same, the HRD Minister was quoted in an official release as saying: “These quality institutions will get complete autonomy by which they can start new courses, new departments, new programmes, off campuses, skill courses, research parks, appoint foreign faculty, take foreign students, offer variable incentive packages, introduce online distance learning”. He further added, “And for all of this they will not have to come to the regulator again and again for seeking permission because they have maintained quality and achieved a benchmark of 3.26 and above NAAC (National Accreditation and Assessment Council) ranking”.
On the other hand, the colleges that have been granted autonomy have the freedom to conduct their own admissions, decide the curriculum, conduct their own exams and declare the results. But these colleges would not have powers to grant their own degree. The degrees awarded by these colleges would have the name of the university they are affiliated to along with their name.
