"The principals, heads of departments and provost of halls or hostels may form committees of teachers, students and karamcharis to prevent entry of outsiders in the colleges. Security guards should be posted at the gates to check the identity cards of all visitors and students. All anti-ragging and anti-eve-teasing provisions will be made applicable in case of harassment caused to any student during the period," the university guidelines read.
Delhi University (DU) has released a notification ahead of Holi directing all colleges to form committees to tackle hooliganism and any untoward incident. The decision has been taken considering that all three batches of students are back on campus and the first semester examinations are around the corner.
DU proctor Rajni Abbi in the guidelines stated that "All are requested to desist from playing Holi in a rowdy manner, and/or with wet colours or balloons inside the premises of educational institutions. The police have also been requested to intensify patrolling outside colleges and hostels, the varsity also mentioned that entry of outsiders to hostels, colleges and departments will be restricted during this period."

"Special check on entry of guests in hostels and halls will also be enforced to prevent entry of unwarranted outsiders. The necessary cooperation and support is being sought from law and order authorities, Delhi Metro and DTC officials to "maintain peace and harmony and monitor the situation," the varsity said.
"The university has approached DTC and metro authorities to keep a check on any harassment of girl students in buses and metro trains, especially during the 'Holi' week. DTC drivers have been instructed to take the buses to the nearest police station in case any hooliganism or harassment of students is noticed on their vehicles," the guidelines read.
