Yes, one can join Sarala Birla University for BSc (Hons) in Mathematics without JEE. The university does accept the scores of various national and state-level Engineering entrance exams for admitting students to its BSc (Hons) in Mathematics. However, having a JEE score is not mandatory. One can apply with a valid score in any other National/State-level engineering entrance exam.
