Minimum Academic Qualifications for B.E./B.Tech:
A candidate should pass a 10+2 examination from a recognised board in Mathematics, Physics, Chemistry or Biotechnology or subjects.
Diploma in Engineering holders can also apply for HSTES 2025 B.Tech. admission under the Lateral Entry scheme. Candidates must have scored at least 45% marks in Class 12 or Diploma in Engineering.
The eligibility criteria for B.Tech Biotechnology: Those candidates who want to secure B.Tech Biotechnology admission in Haryana must have passed Class 12 with Physics, Mathematics, or Biology as the compulsory subjects. The minimum qualifying percentage in Class 12 should be 45%. 
Further, the domicile rule applies to only state-quota Haryana B.Tech. admissions. Candidates applying under the state quota must have passed Class 12 from Haryana.

Yes. The admissions to Diploma courses are made based on inter-se-merit of qualifying examination. HSTES also conducts state-level Online Common Entrance Test (OCET) for admission to the BPharmacy course. The admissions to BE/BTech courses are made based on the All India Rank of JEE Mains conducted by the National Testing Agency (NTA). Admissions to the BArch course are made based on rank obtained in NATA conducted by COA and JEE Main paper part II conducted by NTA.

Through HSTES a candidate can apply for Diploma Engineering, Diploma Engineering (Lateral Entry), Diploma in Pharmacy, B.Tech, B.Tech (Lateral Entry), and B.Arch. Candidates who want to take admission through HSTES should have an Aadhaar number (or enrollment number) to exercise the registration. If the Aadhaar number (or enrollment number) is not available to any candidates, then in such cases they can access any alternate documents, including a passport, bank account, or any other valid government identity number. The admisison process via HSTES counselling includes:

There is no entrance exam to get admission through HSTES . Candidates are required to fill out the application form, and then selected candidates will get the call to appear in counselling. In simple terms, B.Tech lateral entry is the direct entry of a candidate into the second year of engineering, which is in the third semester, after completing a Diploma in engineering or a B.Sc. in Physics or Mathematics. Those candidates who are accepted need not study the first year or first two semesters of B.Tech. and will be eligible for direct admissions. The duration of the whole course is six semesters, or three years. 

The Department of Technical Education, Haryana, will conduct the online off-campus counselling. It will be conducted online. To register for HSTES  counselling, candidates will be required to pay the counselling fee through a debit card, credit card, or net banking by using an online payment gateway. After this, candidates will be required to upload their documents for verification. The counselling process consists of various stages like counselling fee payment, online registration, seat allotment, deposition of the token fee, etc.

The following are the special categories for admission: Kashmir Migrant (KM), Mewat Area Residents (MAR), Haryana Government School Topper (HGST), Shivalik Development Board (SDB), Tuition Fee Waiver (TFW). Check below in detail: HSTES Kashmir Migrant Seats: The number of seats under this scheme is 5% of the sanctioned intake of each course. The seats will be supernumerary in nature and will be filled separately on the basis of inter-se-merit in the qualifying examination. HSTES BE/B.Tech Tuition Fee Waiver: Under this scheme, those candidates will be eligible whose parents annual income is less than eight Lacs from all sources. Seats under this category shall be supernumerary in nature, and up to a maximum of 5% of "Approved Intake" per Course shall be available for admission. The supernumerary seats will be available only to such courses in an institution where a minimum of 30% of the "Approved Intake" is filled. HSTES Haryana Government School Topper (HGST) Seats: These seats in each branch will be filled on the basis of inter-se-merit in Class 12. 

There will be an Online Common Entrance Test (OCET) for all the students of 10+2 PCM/PCB streams who are seeking admission to the BPharmacy course in Haryana. The test has 90 objective types Multiple Choice of Questions (MCQs). Each question carries one mark. A separate rank-wise merit list for the test will be prepared. A candidate needs to deposit or pay the counselling fee before registering for the Haryana B.Tech. Admission process through the official website. A step-by-step process is mentioned below:

After candidates successfully submit the HSTES application form, they must undergo a document verification process. BPharm candidates, however, need to first qualify in the Online Common Entrance Test (OCET).

To participate in the centralized online HSTES counseling, candidates are required to upload their certificates and documents on the website by the specified key dates. A merit list will be published based on qualifying exam marks for all candidates, except those in the BE/BTech course. Only those whose documents are successfully verified will be included in this merit list. Based on their ranks, candidates can then fill in their choices during the HSTES counseling.

Seats will be allotted according to the candidates' inter-se merit rank, category, and the choices they have filled. Only candidates whose names appear on the HSTES merit list can participate in the choice filling process.

The admission procedure will be carried out by the Department of Technical Education. Scheduled Caste (SC) Certificate, Deprived Schedule Caste (SCD) certificate, Backward Class Certificate (BCA or BCB), if applicable and creamy layer / annual parental income certificate as per No. 40/13/2024-1SW and should be matched/verified from their PPP ID and a certificate of BC Category issued by the competent authority.
2. Certificate in respect of Divyang (PH) Candidates as per as per the PPP ID of the candidate.
3. Certificate required to be furnished by the Children & Grandchildren of Freedom Fighters.
4. Certificate from wards of Deceased/ Disabled/ Discharged Military/ Para Military Personnel/ Ex-Servicemen or Ex-Personnel of Para-Military Forces.
5. Certificate from wards of ex-employees of Indian Defense Services/ Para Military Forces.

The PPP ID is a unique eight-digit Family ID designed to establish authentic, verified, and reliable data for all families in Haryana. The main goal of the Parivar Pehchan Patra (PPP) initiative is to create a digital record of families, with each family receiving an eight-digit Family ID. This ID will be linked to records of births, deaths, and marriages, allowing for automatic updates of family data as life events occur, all with the family's consent. Haryana Candidates should fill out their Parivar Pehchan Patra Number (PPP ID) Number mandatorily while registering for HSTES counselling.

Yes. Other state candidates have to produce the domicile certificate issued by Competent Authority of the state the candidate belongs to. Or they can provide 10+2 or the latest qualification proof from a state other than Haryana or an affidavit from the parents working as Govt. Employee in a State other than the Haryana State.

The syllabus for the Online Common Entrance Test (OCET) for BPharmacy is 10+1 and 10+2 (PCM/PCB stream). The test has 90 objective types Multiple Choice of Questions (MCQs). Each question carries one mark.

Online Common Entrance Test (OCET) is held for candidates who are seeking admission to the BPharmacy course. Based on the OCET ranks, candidates are alloted BPharm seats via the HSTES counselling. the OCET exam pattern is given below:

• Maximum Marks: 90
• The syllabus for the Online Common Entrance Test (OCET) for B.Pharmacy-2024 is 10+1 and 10+2 (PCM/PCB stream).
• There will be one Question Paper of 90 minutes duration in the following parts:

OCET exam is held in computer based test format. The registered candidate must bring two copies of a printout of the admit card with photographs attested by the gazetted officer and one valid Identity (ID) proof having his photograph on it for verification by the invigilator in the OCET 2025 test centre. Candidates are required to bring along with them a copy of their PPP ID if belong to Haryana State. The admit card will be issued online on the official website and candidates can download it using their HSTES login credentials.

OCET exam is held for  for all the students of 10+2 PCM/PCB streams who are seeking admission to the BPharmacy course. Based on inter-se merit of the candidates in OCET, BPharm seats will be allotted to the candidates via HSTES counselling.

If you have the category certificate with yourself, then you will get the seat according to the category rank and if you do not have the category certificate or if you are unable to produce the certificate then you will be getting the seat from general category.

For admission to all courses, except for BE/BTech, HSTES will prepare a merit list based on the qualifying exam marks of the candidates. For BE/BTech, admission will be based on JEE Main ranks prepared by NTA. The proper inter-se-merit and ranks shall be displayed on the official website - hstes.org.in, for the candidates to check. 

The HSTES counselling BArch merit list is prepared on the basis of aggregate marks of 10+2 and NATA score (percentile) or score (percentile) of any other aptitude test recognized by the COA in the ratio 50:50. The following under mentioned criteria will be followed to break-up the tie:

1. Candidate getting higher marks in Mathematics shall rank higher in order of merit.
2. If tie still persists, candidate getting higher marks in English shall rank higher in order of merit.
3. If tie still persists, senior in age will rank higher in order of merit.
4. If tie still persists, the candidate whose name appears first in alphabetical order (in English as mentioned in qualifying examination mark sheet) shall rank higher in order of merit.
5. If tie still persists, the Father’s Name of the candidate whose name appears first in alphabetical order (in English as mentioned in qualifying examination mark sheet) shall rank higher in order of merit.
6. If tie still persists, the Mother’s Name of the candidate whose name appears first in alphabetical order (in English as mentioned in qualifying examination mark sheet) shall rank higher in order of merit.

Only those candidates who name appear in the HSTES counselling merit list can participate in the choice filling process. The candidates are required to participate in online counselling on the official website after display of merit list for the eligible candidates as per key dates.

Choice filling is one of the stages of the HSTES counselling process. After the HSTES counselling registration and document verification, candidates can log in to select their preferred courses and colleges from the available options. The number of seats at each institution will be displayed based on eligibility and category. Candidates will only see options for which they are eligible.

To fill their choices, candidates should click on "Fill/Modify Choice" and prioritize their selections. It's essential to save the choices after filling them out. To increase the chances of securing a seat, candidates are encouraged to select as many eligible options as possible. Once the choices are filled, candidates must lock them in, signifying their final selections.

Candidates will have the opportunity to unlock, edit, and reorder their choices within a specified timeframe, as indicated on the website under the key dates section (choice locking start and end dates). It's crucial for candidates to lock their choices to be considered for seat allotment results.

After the candidates register for HSTES counselling successfully with all the details asked, candidate can also see their eligible choices and can take the print out of them. Number of seats available in an institution will be displayed as per the eligibility/category. The non-availability of a seat in an institute for which a candidate is not eligible will not be displayed to them.

Candidates can fill as many choices as they want. To increase the probability of getting a seat, candidates are advised to fill
maximum eligible choices in HSTES counselling. 

After filling the choices in HSTES counselling, candidates have to lock their choices. Locking choices means candidates have finally filled the choices. Candidates can unlock their choices and can edit, sort the choices in specified time period which is available on key date’s link (choice locking starts, choice locking ends) on the website. Candidate should lock their filled choice for seat allotment result.

After the declaration of HSTES counselling seat allotment result, candidate will have to login to the counselling website by entering their roll number and password and click on Provisional Seat Allotment result. If candidate has been allotted a seat then a page showing provisional seat allotment letter appears which shows Institute name, branch allotted to a candidate, Allotment Status and reporting duration.

After the HSTES counselling seat allotment result is out, candidate should download Provisional Seat Allotment letter, and should physically report to allotted institute between specified reporting dates for taking admission.

In cases where the candidates wants to upgrade the allotted seats in the HSTES counselling process they can participate in the subsequent counselling rounds. For that the candidate will login on website and click on the undertaking that states “I understand and accept that, by participating in this counselling, my earlier admission/allotment, if any, will be cancelled automatically, in case I get new allotment of seat by participating in next counselling”.

Candidate has to check the undertaking and click on Accept Participation and Proceed to participate in further counselling. The candidates who wish to retain the reported seat are advised not to opt for subsequent counselling. However, if a candidate participates in the 2nd counselling and after filling the choices he/she feels that he/she should not have opted for 2nd counselling then at this stage he/she should delete all the choices filled by him/her to retain the seat reported through 1st counselling.

In HSTES counselling, only those candidates whose parental/ Guardians annual income from all sources does not exceed Rs. 8.00 Lacs can apply for TFW category by verifying Annual Family income from PPP ID Database.

For withdrawal of fee, the candidate should submit a request in the institution concerned well before cut-off date of admissions / or as per key dates of the HSTES counselling process. After withdrawal, the seat shall be cancelled and shall be allotted to next eligible candidate in queue.

Candidates have to produce the following documents at the time of physical reporting in HSTES counselling:

1. Qualifying Examination i.e. 10+2/Intermediate/ Senior Secondary School Examination
2. Matriculation/ High School Certificate
3. JEE (Main) rank card / NATA Score Card
4. Character Certificate
   • Regular Candidates: The candidates who passed their qualifying exam. From School/ College as regular students are required to submit the Character Certificate
   • Private Candidates: Candidates, who have passed the qualifying examination as private candidates should submit their Character Certificate, duly signed by a First Class Magistrate
5. Residents Certificate, if applicable: Candidates, who have passed their qualifying examination from a Board/ Recognized School located in the State of Haryana will be deemed to be Haryana residents and will not be required to submit certificates of bonafide residents of Haryana
6. Certificate from the Employer in the case of Employees of Govt. of Haryana, members of All India Services born on Haryana Cadre, Employees of Statutory Bodies/ Corporations, if applicable
7. Scheduled Caste Certificate should be verified from PPP Data base, if applicable
8. Deprived Scheduled Caste Certificate should be verified from PPP Data base, if applicable
9. Backward Class Certificate should be verified from PPP Data base, if applicable and income certificate should be verified from PPP Data base

All Originals and 3 sets of attested photo-copies of all applicable documents/ testimonials/ certificates must be brought at the time of physically joining/ reporting the institute in HSTES counselling. The original certificates shall be returned back after verification by the institute. Under no circumstances the original certificates of the candidate be retained by the institute.

Candidates who will succeed in the JEE Main Exam will be entitled to admission and counselling for HSTES . The conducting authority will prepare the HSTES cutoff based on the marks obtained in JEE Main. The HSTES B.Tech. cutoff formulates the merit list. It consists of the rank of the candidates.
