HSTES Counselling 2025: Haryana State Technical Education Society (HSTES) will conduct the HSTES 2025 counselling for admission to BE/BTech, BTech (LE), BArch, BPharm/BPharm (LE), and Diploma courses. HSTES 2025 counselling will start in May 2025. The HSTES 2025 counselling schedule will differ for all the courses and the detailed schedule will be made available on this page and also on the official website, hstes.org.in.

Available seats across courses will be allotted to the eligible candidates via the online centralised state-level counselling called the Haryana HSTES counselling. The HSTES counselling process includes registration, choice filling, allotment of seats, and physical reporting at the allotted institute to confirm the allotted seat.

 Admission to BE/BTech will be based on JEE Main 2025 ranks and admission to BArch courses will be based on NATA 2025 or JEE Main 2025 paper 2 ranks. On the other hand, the online common entrance test (OCET) will be held for admission to the BPharm course. Admission to BPharm(LE), BTech (LE) and diploma courses will be based on qualifying exam scores. Q:   Who is eligible for HSTES Counselling?

A:

The B.Tech. eligibility criteria for HSTES 2025 are mentioned below:
Minimum Academic Qualifications for B.E./B.Tech:
A candidate should pass a 10+2 examination from a recognised board in Mathematics, Physics, Chemistry or Biotechnology or subjects.
Diploma in Engineering holders can also apply for HSTES 2025 B.Tech. admission under the Lateral Entry scheme. Candidates must have scored at least 45% marks in Class 12 or Diploma in Engineering.
The eligibility criteria for B.Tech Biotechnology: Those candidates who want to secure B.Tech Biotechnology admission in Haryana must have passed Class 12 with Physics, Mathematics, or Biology as the compulsory subjects. The minimum qualifying percentage in Class 12 should be 45%. 
Further, the domicile rule applies to only state-quota Haryana B.Tech. admissions. Candidates applying under the state quota must have passed Class 12 from Haryana.

Q:   Is there any exam for HSTES?

A:

Yes. The admissions to Diploma courses are made based on inter-se-merit of qualifying examination. HSTES also conducts state-level Online Common Entrance Test (OCET) for admission to the BPharmacy course. The admissions to BE/BTech courses are made based on the All India Rank of JEE Mains conducted by the National Testing Agency (NTA). Admissions to the BArch course are made based on rank obtained in NATA conducted by COA and JEE Main paper part II conducted by NTA.

Q:   Which courses can one get through HSTES?

Through HSTES a candidate can apply for Diploma Engineering, Diploma Engineering (Lateral Entry), Diploma in Pharmacy, B.Tech, B.Tech (Lateral Entry), and B.Arch. Candidates who want to take admission through HSTES should have an Aadhaar number (or enrollment number) to exercise the registration. If the Aadhaar number (or enrollment number) is not available to any candidates, then in such cases they can access any alternate documents, including a passport, bank account, or any other valid government identity number. Also, it is necessary and important for a candidate to submit their Aadhaar number within one month after reporting to the institute. What is HSTES?

HSTES is the Haryana State Technical Education Society which is set up by the Haryana Government. HSTES conducts state-level counselling for admission to various graduate and diploma courses in different disciplines of Engineering, Technology, Architecture & Planning, Pharmacy, Management etc. in the state of Haryana. HSTES counselling is held in online mode and is a single centralised admission channel to the aforementioned courses. All candidates interested in taking admission to various participating colleges in HSTES counselling have to register and fill in choices based on their preference, eligibility and qualifying merit.

HSTES counselling is of 2 types:

  • 1st counselling: This counselling is done for all categories namely RoHC, HOGC, HGST, SC, SC-D, BC-A, BC-B, PH, ESM (with all priorities) and FF of all categories with 25% Horizontal Female reservation.
  • 2nd counselling: This counselling is done for all categories namely RoHC, HOGC, HGST, SC (by merging SC and SC-D in SC), BC (by merging BCA and BCB in BC) and merging all ESM (all priorities) and FF with 25% Horizontal Female reservation.

Q:   How are candidates selected through HSTES counselling for BTech admission?

A:

There is no entrance exam to get admission through HSTES . Candidates are required to fill out the application form, and then selected candidates will get the call to appear in counselling. It is also important for candidates to know about the eligibility criteria. That is, candidates should meet the HSTES eligibility criteria before filling out the application form. It is necessary to meet the conditions, like qualifying examination, marks obtained, subjects, etc. The scores of the following exams are used for selectio of the candidates via HSTES counselling:

Q:   What is HSTES B.Tech Lateral Entry?

A:

In simple terms, B.Tech lateral entry is the direct entry of a candidate into the second year of engineering, which is in the third semester, after completing a Diploma in engineering or a B.Sc. in Physics or Mathematics. Those candidates who are accepted need not study the first year or first two semesters of B.Tech. and will be eligible for direct admissions. The duration of the whole course is six semesters, or three years.

Q:   Who will conduct the HSTES counselling?

A:

The Department of Technical Education, Haryana, will conduct the online off-campus counselling. It will be conducted online. To register for HSTES  counselling, candidates will be required to pay the counselling fee through a debit card, credit card, or net banking by using an online payment gateway. After this, candidates will be required to upload their documents for verification. The counselling process consists of various stages like counselling fee payment, online registration, seat allotment, deposition of the token fee, etc.

Q:   What are the special categories for admission in HSTES counselling?

A:

The following are the special categories for admission: Kashmir Migrant (KM), Mewat Area Residents (MAR), Haryana Government School Topper (HGST), Shivalik Development Board (SDB), Tuition Fee Waiver (TFW). Check below in detail: HSTES Kashmir Migrant Seats: The number of seats under this scheme is 5% of the sanctioned intake of each course. The seats will be supernumerary in nature and will be filled separately on the basis of inter-se-merit in the qualifying examination. HSTES BE/B.Tech Tuition Fee Waiver: Under this scheme, those candidates will be eligible whose parents annual income is less than eight Lacs from all sources. Seats under this category shall be supernumerary in nature, and up to a maximum of 5% of "Approved Intake" per Course shall be available for admission. The supernumerary seats will be available only to such courses in an institution where a minimum of 30% of the "Approved Intake" is filled. HSTES Haryana Government School Topper (HGST) Seats: These seats in each branch will be filled on the basis of inter-se-merit in Class 12.

Q:   What is OCET in HSTES counselling?

A:

There will be an Online Common Entrance Test (OCET) for all the students of 10+2 PCM/PCB streams who are seeking admission to the BPharmacy course in Haryana. The test has 90 objective types Multiple Choice of Questions (MCQs). Each question carries one mark. A separate rank-wise merit list for the test will be prepared. All candidates are advised to be conversant with the handling of keyboard and mouse.

The admission will be made based on inter-se rank obtained in OCET and as per the choice of Branch/Institution filled by the candidate at the time of locking of choices in HSTES counselling.

Academic qualification: A candidate should have

  • Passed Minimum 3-year / 2-year (Lateral Entry) Diploma examination in any branch of Engg. & Tech. with at least 45% marks (40% marks in case of candidates belonging to reserved category).

OR

  • Passed B.Sc. Degree from a recognized University as defined by UGC, with at least 45% marks (40% marks in case of candidates belonging to reserved category) and passed 10+2 examination with Mathematics as a subject.
  • For Kashmiri Migrants (KM) relaxation in cut-off percentage up to 10%, subject to minimum eligibility requirement.

Admission based on: Rank/inter-se merit to be prepared by HSTES from the percentage of marks obtained in the qualifying examination.

Haryana HSTES BPharm Counselling Eligibility

Academic qualification: Candidate shall have passed the 10+2 examination conducted by the respective State/Central Government authorities recognized as equivalent to the 10+2 examination by the Association of Indian Universities (AIU) with English as one of the subjects and Physics, Chemistry, Mathematics (P.C.M.) and or Biology (P.C.B/P.C.B.M.) as optional subjects individually. Any other qualification approved by the Pharmacy Council of India equivalent to any of the above examinations.

Academic qualification: A candidate should pass in D. Pharmacy Course from an institution approved by the Pharmacy Council of India under section 12 of the Pharmacy Act.

  • Intermediate examination in science
  • First year of the three years degree courses in science

A:

No. The admission to HSTES BTech LE (Lateral Entry) course is based on rank/inter-se merit to be prepared by HSTES from the percentage of marks obtained in the qualifying examination. Qualifying exam includes diploma examination in any branch of Engg. & Tech. or a BSc degree from a recognized University as defined by UGC.

Yes. JEE Main rank is mandatory for admission to BTech courses via the HSTES counselling.   • Registration: Access the official website, techadmissionshry.gov.in and register using the details asked like Course, JEE Main Roll No. as per JEE-Main admit card etc. and create your passwords/ credentials for further login.

Q:   How can I register for HSTES counselling?

A:

A candidate needs to deposit or pay the counselling fee before registering for the Haryana B.Tech. Admission process through the official website. A step-by-step process is mentioned below:

  1. Visit the official website and then click on the "New Registration' link.
  2. Now, submit the details, including course preference, roll number (generated at the time of counselling fee payment), application number, date of birth, and name. Note: All the details, like the name and date of birth, should be as per the JEE Main admit card.
  3. A series of columns will be displayed after the candidates submit the details mentioned above, and the candidates must also fill out all the columns with relevant details.
  4. Now, cross-check the details.
  5. Click on the link that indicates 'Registration Confirmation'.
  6. Login to the website again with your user ID and password.
  7. Confirm the details of registration and proceed to the choice filling. It is advisable for the candidates to fill out the maximum number of choices in order to increase the Probability of securing admission.

Q:   What after the submission of the online HSTES counselling application form?

A:

After candidates successfully submit the HSTES application form, they must undergo a document verification process. BPharm candidates, however, need to first qualify in the Online Common Entrance Test (OCET).

To participate in the centralized online HSTES counseling, candidates are required to upload their certificates and documents on the website by the specified key dates. A merit list will be published based on qualifying exam marks for all candidates, except those in the BE/BTech course. Only those whose documents are successfully verified will be included in this merit list. Based on their ranks, candidates can then fill in their choices during the HSTES counseling.

Seats will be allotted according to the candidates' inter-se merit rank, category, and the choices they have filled. Only candidates whose names appear on the HSTES merit list can participate in the choice filling process.

  • Online registration and deposition of registration fees: Candidates have to register at the HSTES counselling portal with details asked like the details of Course, JEE Main Roll No. as per JEE Main admit card etc. and create your passwords/credentials for further login. Candidates need to complete the registration process filling all the details asked and paying the applicable counselling registration fee.
  • OCET (Online common entrance test) only for BPharm candidates: The candidates who have applied for the BPharm course, will be issued the admit card to appear for the online common entrance test (OCET). The OCET exam will be held as per the schedule and the result will be announced based on which candidates can participate in HSTES counselling for the BPharm seat allotment process.
  • Document upload and verification: The candidates have to upload their certificates/ documents to participate in centralised online HSTES counselling on the website as per the key dates.
  • Merit list display (except BE/BTech): Except for the candidates of the BE/BTech course, a merit list will be released based on qualifying exam marks. The candidates whose documents will be verified successfully will be included in this merit list and based on their ranks in the merit list, they can fill in their choices in the HSTES counselling. Based on their inter-se merit rank, category and choices filled, seats will be allotted to them.
  • Choice filling and locking: Candidates will be shown the available choices based on their rank. The number of seats available in an institution will be displayed based on eligibility and category. If a candidate is not eligible for a seat in a particular institution, the non-availability of that seat will not be displayed to them. Once candidates have filled in their choices, they will have the option to lock their choices, signifying their final selection.
  • Seat allotment: The Haryana State Technical Education Society (HSTES) will publish the seat allotment result on its official website. Upon result declaration, candidates are required to log in to the counselling website using their Roll No. and Password and access the Provisional Seat Allotment result. If a seat is allotted, a page displaying the provisional seat allotment letter will be shown. HSTES Counselling 2025 Document Verification

Candidates have to upload the required certificates/ documents to participate in Centralized Online counselling after registration.

Rest of Haryana Category (RoHC): Candidates are required to produce any of the following for consideration in Resident of other than Haryana State Category (RoHC) if the candidate does not have their PPP ID:

  1. Other State “Domicile Certificate” issued by Competent Authority of other State.
  2. 10+2 or the Latest Qualification Proof from a State Other than Haryana.
  3. Affidavit from the parents working as Govt. Employee in a State other than the Haryana State.

Haryana Residence Certificate (In case a candidate has not passed the qualifying exam from the School situated in Haryana):

OCET 2025 for BPharm Candidates

There will be an Online Common Entrance Test (OCET) for all the students of 10+2 PCM/PCB streams who are seeking admission to the BPharmacy course. The test has 90 objective types Multiple Choice of Questions (MCQs). Each question carries one mark. A separate rank-wise merit list for the test will be prepared. All candidates are advised to be conversant with the handling of keyboard and mouse

The admission will be made based on inter-se rank obtained in the said Entrance Test and as per the choice of Branch/Institution filled by the candidate at the time of locking of choices (counselling).

The BPharm candidates have to fill out the application form and provide 3 choices of OCET centres to appear in the test. The HSTES counselling BArch merit list is prepared on the basis of aggregate marks of 10+2 and NATA score (percentile) or score (percentile) of any other aptitude test recognized by the COA in the ratio 50:50. The following under mentioned criteria will be followed to break-up the tie:

  1. Candidate getting higher marks in Mathematics shall rank higher in order of merit.
  2. If tie still persists, candidate getting higher marks in English shall rank higher in order of merit.
  3. If tie still persists, senior in age will rank higher in order of merit.
  4. If tie still persists, the candidate whose name appears first in alphabetical order (in English as mentioned in qualifying examination mark sheet) shall rank higher in order of merit.

HSTES declares the counselling seat allotment result on the official website. After the declaration of the result, the candidate will log in to the counselling website by entering their Roll No. & Password and click on Provisional Seat Allotment result.

If a candidate has been allotted a seat then a page showing a provisional seat allotment letter appears which shows the Institute name, branch allotted to a candidate, Allotment Status and reporting duration. HSTES 2025 Counselling Upgradation of Allotted Seats

To be considered for a seat upgrade, a candidate must engage in the following round of counselling. After reviewing the terms and conditions, the candidate must select "Accept Participation" and proceed to take part in further counselling. It is recommended that candidates only choose options that are superior to the seat allocated in the previous counselling. Therefore, candidates should prioritize their choices to upgrade. Those who wish to keep their current seat are advised not to participate in subsequent counselling. Candidate has to check the undertaking and click on Accept Participation and Proceed to participate in further counselling. The candidates who wish to retain the reported seat are advised not to opt for subsequent counselling. SGT University may offer admission through HSTES counselling. Its cutoff for the counselling has become more competitive over the years. In 2024, the closing rank was 1174, 1743 in 2023, and 2571 in 2022. Candidates who meet the cutoff criteria become eligible for admission.

In HSTES counselling, only those candidates whose parental/ Guardians annual income from all sources does not exceed Rs. 8.00 Lacs can apply for TFW category by verifying Annual Family income from PPP ID Database.
