Q:   If I have backlogs in degree, will I be applicable for OUCET counselling?

A:
Having backlogs is not a problem, but still, having them with you while taking admission is a problem because they won't be able to help or consider you for admission with backlogs. So I would suggest you to clear backlogs first and do counselling, because it will also affect the counselling with two scenarios i.e. 1. They may not counsel you for having backlogs. 2. Even if you get counselled, you wouldn't get admission in a good college.
