No, for Jadavpur University BE/ BTech admission, a valid WBJEE score is mandatory. To be eligible for the BTech programme offered at Jadavpur University, you need to pass Class 12 from a recognised board with Physics, Chemistry and Mathematics as compulsory subjects.
