The NEET counselling 2024 Special Stray Vacancy Round final result was declared on November 23, 2024. As many as 307 candidates have been allotted seats. While 74 candidates have been allotted MBBS seats, 179 candidates have been allotted BDS seats. Rest of the candidates have been allotted BSc Nursing seats. MCC notified the removal of two MBBS seats (one each) from Lakshmi Narayana Institute of Medical Sciences, Puducherry and Mahatma Gandhi Medical College, Puducherry, owing to the direction received by the High Court of Karnataka.

The provisional result was declared on November 22, 2024. Candidates could submit grievances by November 23, 2024, by 12 noon.

NEET 2024 Counselling Special Stray Vacancy Round Fee

MCC has laid down the following information regarding the fee payment of the NEET 2024 counselling Special Stray Vacancy round.

  • All AIQ Registered candidates irrespective of their category are required to pay a Refundable Security Deposit of INR 50,000 for participation in Special Stray Vacancy Round for exercising choices for Government. seats.
  • Candidates registered for Deemed Universities will have to pay the Refundable Security Deposit of INR 3,00,000 to exercise choices for Deemed University.
  • Refundable Security Deposit of candidates who do not join the seats allotted to them in the Special Stray Vacancy Round will be Forfeited and they will not be eligible to take NEET UG exam for next year i.e. 2025.

Q:   What is the current scenario of NEET UG Counselling 2024?

A:

The Medical Counselling Committee (MCC) conducted the NEET 2024 Special Stray Vacancy Round counselling from November 20 to November 30, 2024. The payment process was conducted from November 20 to November 21, 2024. The choice filling and locking rounds were held from November 20 to November 22, 2024. The provisional seat allotment result was declared on November 22, 2024, and the final result was declared on November 23, 2024, followed by the institute reporting process from November 25 to November 30, 2024.

MCC conducted the NEET 2024 counselling Round 4 from October 22 to November 5, 2024. The registration and choice filling process started on October 22 and October 23 respectively. The last dates of registration and choice filling and locking were extended till October 27 from October 25 and October 26 respectively. The provisional and final result was released on October 29 and October 30, 2024, respectively.

The Round 3 was conducted from October 3 to October 19, 2024. 

The NEET 2024 counselling Round 2 concluded on September 27, 2024. The round started on September 13, 2024.

The Round 1 of NEET 2024 counselling was conducted from August 14 to August 31, 2024. 

MCC had announced that the NEET 2024 counselling dates on July 29, 2024. As of now, four rounds of counselling has been announced, which will conclue on November 5, 2024. Q:   When did NEET 2024 counselling process begin?

NEET 2024 counselling dates were announced by the Medical Counselling Committee (MCC) on July 29, 2024. NEET 2024 counselling Round 4 is being conducted from October 22 to November 5, 2024. The Round 3 was conducted from October 2 to October 19, 2024. The Round 2 registration process began on September 5, 2024 and reopened from September 13 to September 16, 2024. The Round 1 was conducted from August 14 to August 31, 2024. MCC revised the dates on September 13, 2024, with the reopening of the registration process of Round 2 due to the change in seat matrix. As per the revised dates, the last date of the counselling is November 5, 2024. The number of rounds may get extended depending on the number of vacant seats. The state medical authorities will conduct the counselling process for the 85 per cent state quota seats. The dates for counselling were different for the national level and state level admission processes. There will be four to six rounds of NEET counselling, which is the gateway for admission to medical and allied courses such as MBBS, BDS, BAMS, BUMS, BHMS, BSMS and BSc Nursing.

Q:   Who conducts NEET counselling?

The NEET counselling is segregated into two categories, central or national, and state counselling. The central counselling for NEET is conducted by the Medical Counselling Committee or MCC. The NEET counselling process conducted by MCC is for the admission to the 15 per cent All India Quota (AIQ) seats. On the other hand, State Authorities or the Education Department of various states conduct NEET state counselling for the 85 per cent state quota seats. The central and state counselling processes of NEET are conducted by 15 per cent All India Quota (AIQ) seats for admission to MBBS, BDS and BSc Nursing courses at Central and Deemed Universities, AIIMS, JIPMER and AFMC institutes. On the other hand, the 85 per cent state quota seats medical admission are conducted by the State Authorities for admission to state medical colleges.

NEET UG 2024 Counselling Rounds

There are four rounds of NEET 2024 counselling, which are as follows:

  • Round 1

  • Round 3/Mop-up Round

  • Stray Vacancy Round

After the conclusion of the first four rounds of NEET UG 2024 counselling, there may be additional rounds of counselling to fill up the vacant seats. The number of rounds may further increase depending on the seat vacancy.

Q:   Is it necessary to join allotted Medical/Dental College of Round 1 to get chance to participate in Round 2 of NEET counselling?

A:
No, candidates need not report or join the allotted college of NEET counselling Round 1 since there is free exit. However if they want to retain the Round 1 seat and upgrade in Round 2 they have to physically join the college of Round 1 and give up-gradation willingness for Round 2 at the time of admission. In case candidates decide to resign the seat allotted to them in the first round, then they can do so prior to registering in the next round of NEET counselling.

Q:   Is it necessary to fill up the NEET counselling choices and lock the choices to get seat allotted?

A:
After online registration for NEET counselling process, candidates will have to fill in choice of Institutions/colleges/courses in order of their preference. Once the choice is filled in, it can be modified before locking it. During the choice locking period, it is necessary to lock the choices to get a printout of the submitted choices. If a candidate does not lock the choice submitted by him/her, it will be automatically locked as per schedule. In case they don't register and fill in choices during registration period, they will not be allotted any seat. NEET counselling registration will be available before the first three rounds of counselling, and not before the Stray Vacancy Round.

Q:   Is there any restriction for filling up number of choices of institutes and courses during the NEET counselling process?

A:
No, there is no limit in terms of entering the number of institutes and courses during the choice filling rounds of the NEET counselling process. Candidates can give as many choices as they wish for during online choice filling round. However choices should be in order of candidates preference. According to the Medical Counselling Committee or MCC, There will be common software for AIQ, Deemed, Central Universities, B.Sc. Nursing, AIIMS JIPMER, AMU, BHU for filling up choices. Also, there is no separate charge for choice filling. Candidates must also note that only filling choices is not enough, they must lock the choices within the stipulated date after verifying the choices and the preference order.

How to Resign NEET 2024 Counselling Allotted Seats

Candidates will have to follow the steps given below to resign the NEET 2024 counselling Round 1 seats:

  • Visit the NEET counselling website – mcc.nic.in/ug-medical-counselling/
  • Click on the New Registration 2024 tab under the Candidate Activity Board
  • Login with the registration credentials for NEET 2024 Counselling
  • Click on the Seat Resignation link
  • Confirm and resign your seat
  • Click on save
  • Download and keep the seat resignation confirmation page until you are finally admitted to a state quota seat 

“Candidates are advised to ensure that their Resignation Letter is generated online (through the portal provided by MCC) by the allotted college, failing which the resignation will be treated as ‘Null & Void’,” MCC has stated.

Q:   When is the NEET counselling result declared?

A:

NEET 2024 counselling Round 5 provisional result was declared on November 22, 2024, followed by the final result on November 23, 2024.

The Round 4 provisional result was declared on October 29, 2024, and the final result has been declared on October 30, 2024. 

Round 3 result was declared on October 12. Round 2 provisional result was declared on September 19, 2024, and the final result was declared on September 20, 2024. The Round 1 final result was declared on August 25, 2024. The second or revised provisional result was declared on August 24 and the original NEET 2024 counselling Round 1 provisional result was declared on August 23. NEET 2024 counselling result date will vary for each round. Medical Counselling Committee (MCC), the counselling authority of the exam released the NEET UG counselling 2024 result date for each round. However, in case additional rounds are conducted, then the result date will be announced later. NEET Counselling 2024 Eligibility Criteria

To participate in the NEET UG 2024 counselling process, candidates must fulfil the following eligibility requirements:

  • They must qualify for the National Eligibility cum Entrance Test (NEET)
  • They must be registered on the official website of MCC
  • All candidates, including candidates from the UT of J&K, can participate in the counselling for AIQ seats and deemed universities

NEET UG Counselling 2024 Special Stray Vacancy Round Eligibility Criteria 

The eligibility criteria for participating in this round are given below:

  • Candidates must have registered earlier and have paid the requisite fee amount
  • Candidates must not hold any seat in the previous rounds of NEET-UG Counselling, 2024 of All India Quota/State Quota/ Deemed University.
  • Candidates must not have joined an institute allotted in the previous rounds of NEET UG 2024 AIQ counselling or State Counselling.
  • Candidates who were allotted seats in Round 3 or Stray Vacancy Round but did not join the seats.

Eligibility Criteria for Central Universities 

The following table mentions the eligibility criteria for the Central Universities and the seat scheme.

Delhi University (MAMC, LHMC, UCMS) 15% of seats of the colleges affiliated with the Delhi University Candidates who have passed Class 11 and Class 12 from an institute located in Delhi will be able to apply for these 85% seats
Faculty of Dentistry, Jamia Millia Islamia The institute offers 50 BDS seats, out of which 47 seats will be filled through the MCC NEET counselling. The remaining three seats fall under the institutional quota. The institutional quota seats will be allotted to only those candidates who have passed Class 11 and Class 12 from JMI institutes
Aligarh Muslim University (AMU) The institute reserves 50 per cent of its seats. The remaining 50 per cent will be filled through the MCC counselling of NEET. Candidates who have studied at AMU for the past three years can opt for institutional quota.
Banaras Hindu University (BHU) 15% seats  All candidates who fulfil the basic eligibility criteria for NEET MCC counselling can apply for the seats at BHU. There is no special requirement for applying to this institute. 

Reservation of AIQ Seats in NEET 2024

The Government of India has implemented 27 per cent OBC reservation (Non-Creamy Layer) and 10 per cent EWS reservation in 15 per cent Under Graduate (UG) All India Quota seats (MBBS/BDS) (contributed by the State/UTs to the Central Pool) in the selection of candidates through NEET UG counselling for MBBS.

The terms Clear Vacancy and Virtual Vacancy are related to the NEET seat matrix, which is released prior to each round of counselling. Clear Vacancy means empty or unclaimed seats at the end of the institute reporting process conducted at the end of each round. After the declaration of the seat allotment result, if a candidate exits the seat, then those seats come under the Clear Vacancy category. On the other hand, Virtual Vacancy refers to the seats which are considered to be available, if candidates allotted those seats opt for upgradation. In case their seat is not upgraded then the virtual vacancy will not be applicable anymore.

Q:   What is the NEET counselling registration fee?

A:
The NEET counselling registration fee varies for different candidate categories. For the AIQ seats and Central Universities, the fee for the General category candidates is INR 1,000 and for the SC, ST, OBC and PwD category candidates, the fee is INR 500. For participating in the NEET counselling process for Deemed Universities, the registration fee for all category candidates is INR 5,000. The registration fee is non-refundable. On the other hand, candidates will have to pay the tuition fee which is refundable. The amount for the General category candidates for the AIQ seats and Central Universities is INR 10,000. For the reserved category candidates, the amount is INR 5,000. For Deemed Universities, the tuition fee to be paid by all category candidates is INR 2,00,000. Those who would not be allotted a seat after the NEET counselling process will be refunded the tuition fee after the conclusion of the counselling rounds.

The NEET counselling process conducted for the 15 per cent All India Quota (AIQ) seats will be conducted primarily for the MBBS BDS and BSc Nursing courses. For the State NEET counselling rounds, the courses for admission are MBBS, BDS, BAMS, BUMS and BHMS courses. The courses may vary from state to state, but the MBBS and BDS courses are common all across. For the 15 per cent AIQ seats, the NEET counselling for B.A. MS BUMS and BHMS courses are conducted separately by the requisite department and authorities.

Documents Required for NEET Counselling 2024

Candidates reporting to the allocated institute for confirmation of the seat had to carry the following documents with them:

  • NEET Admit Card 2024
  • NEET 2024 scorecard
  • Class 10 mark sheet and certificate
  • Class 12 mark sheet and certificate
  • Valid, non-expired and government-issued photo ID proof
  • Six to eight passport-sized photographs (preferably the same as the one submitted with the NEET 2024 application form)
  • Caste Certificate (if applicable)
  • Disability Certificate (if applicable)
  • Provisional allotment letter

*Candidates have to carry both original and photocopies of the above-mentioned documents for the institute reporting or document verification rounds.

Q:   What if I do not have my original documents with me at the time of joining the allotted college at the NEET counselling?

A:

Candidates who have been allotted seats at the end of a round of NEET counselling conducted by the Medical Counselling Committee (MCC) need to bring their original certificates at the time of reporting. Candidates who have deposited their original documents with any other Institute/College/University and come for admission with a certificate stating that "their original certificates are deposited with the Institute /College/University" will not be allowed to take admission in allotted Medical/Dental College. Hence, they must ensure that the original as well as the photocopies of the important documents are carried to the allotted institutes. In case of the documents, they must retrieve those, or request to issue a duplicate copy from the concerned authorities.

According to Medical Counselling Committee (MCC), the authority for NEET counselling, certificates issued by the competent authority on standard format, should be in English or Hindi language. NEET 2024 Counselling Process

Candidates qualifying for NEET 2024 willing to participate in the counselling process for the AIQ seats in Deemed Universities/ Central Universities/ ESIC colleges have to register online on the official website of MCC. The process of NEET 2024 counselling is explained in detail below:

Registration

The first step is to register for the NEET counselling window for each round. The registration process is completely online. Candidates have to visit the official website of MCC to complete the registration process and pay the fee in online mode using net banking, credit or debit card and UPI. 

Choice filling

  • After completing the registration process, candidates need to fill in the choices by logging into the registered account on the MCC portal
  • They need to choose the course/ college in the desired order of preference
  • They can fill in any number of choices from the list provided
  • Candidates can add/delete a choice
  • They can also move up/ move down a choice as per their preference
  • After filling in the choices, they must save a copy of the choices filled in for future reference

Choice Locking

The next step is to lock the choices entered by them. During the choice locking period, it is necessary to lock the choices to get a print of your submitted choices. Cautioning candidates, MCC stated, “Don’t wait till the last minute to Register and Lock your choices and to take a printout. Please go through your submitted choices before locking, as once you lock the choices they cannot be modified or changed even if you have made a mistake. It may result in the allotment of a seat which you never wanted. Please note that the choices once locked cannot be unlocked even from MCC.”

Verification by Universities and Processing of Seat Allotment

The universities and colleges will verify the registration details and choices submitted by candidates. Accordingly, they will release the seat allotment result.

Seat Allotment Result

MCC will release the seat allotment result for candidates who will register and submit choices following the due process. First, a provisional result will be released and candidates will allowed to submit objections if any and then, the final result or seat allotment list will be released. Based on their seat allotment, candidates could either accept or go for the institute reporting round. Or they could opt for an upgrade of seats. In case of the latter, they had to register for further rounds of counselling.

Reporting to the college allotted

Candidates who will be allocated seats in counselling of NEET 2024 will have to report to the allocated institutes for verification of documents and confirmation of the seat. If any candidate accepts the seat that is allocated to them but fail to report to the allocated institute before the given deadline, their candidature will be cancelled. 

The seats left vacant after the first round will be carried forward to the second round. However, the seats left vacant after the last round of NEET counselling 2024 will be transferred to the respective state quota. The seats left vacant in the AIQ quota of Deemed Universities/ Central Universities/ ESIC colleges will be filled through a mop-up round of NEET 2024 counselling. The remaining seats (if any) will be filled in the institutional round/stray round of NEET Counselling.

Q:   Can a candidate participate in second round of NEET counselling without submitting fresh choices?

A:
According to the NEET counselling conducting body Medical Counselling Committee (MCC), fresh choice submission by eligible candidates is necessary for consideration for seat allotment during Round 2. If candidate does not submit fresh choice (s) during choice filling period, the candidate will not be considered for allotment of seat during Round- 2 and will retain the already allotted (joined) seat, if any. Candidates need to register afresh before the commencement of the Round 2, even if they had registered in the Round 1.

Q:   Can I participate in other rounds to get a better medical college if I am getting a seat in 2nd round of NEET counselling?

A:
There are a total of four rounds in NEET counseling, out of which round one, round two, and the mop-up round will be conducted online as per the guidelines of the Medical Counseling Committee. If you are already getting a seat in round two, you will be able to participate in the mop-up round, according to the rules. In this round, the net vacant seats due to non-joining and non-reporting in Round 2 will be published in the seat matrix, and eligible candidates have to submit fresh choices. Therefore, you may participate in this round. However, you can not join the medical college allocated in round two if you want to participate in the other two rounds, I. e. , the mop-up round and the stray vacate round. Upgrading is not permitted under MCC rules once a candidate who has been assigned a seat in Round 2 joins the college. The process of this round is tedious and depends on the vacancy of round two, the result of which will be processed as per Choice and Merit. You may also participate in the Stray Vacancy Round, which is the last round of NEET counseling.

Q:   Is it necessary to join allotted Medical/Dental College of Round 1 to get chance to participate in Round 2 of NEET counselling?

A:
No, candidates need not report or join the allotted college of NEET counselling Round 1 since there is free exit. However if they want to retain the Round 1 seat and upgrade in Round 2 they have to physically join the college of Round 1 and give up-gradation willingness for Round 2 at the time of admission. In case candidates decide to resign the seat allotted to them in the first round, then they can do so prior to registering in the next round of NEET counselling.

How to Convert Nationality From Indian to NRI

Before each round of NEET counselling 2024, MCC will provide the option to convert the nationality from Indian to NRI. The process of candidates' nationality conversion and the conditions attached to it are given below.

Candidates willing to convert their nationality from Indian to NRI had to send the filled up form along with the requisite documents to the email id ug.nri.mcc@gmail.com

The following documents have to be uploaded in the email in the following order:

  • Documents claiming that the sponsorer is an NRI (Passport, Visa of the sponsorer).

  • Relationship of NRI with the candidate.

  • Affidavit from the sponsorer that he/she will sponsor the entire course fee of the candidate duly notarised.

  • Embassy Certificate of the Sponsorer (Certificate from the Consulate).

  • NEET Score Card of the candidate.

Conditions Levied by MCC for Candidates Willing to Convert Nationality to NRI

MCC has laid down the following conditions for candidates who are willing to change nationality to NRI:

  • Candidates must have appeared and qualified for NEET 2024

  • Once the category is changed, candidates cannot avail of the benefit under the Muslim Minority quota/Jain Minority Quota/ SC/ ST/ OBC/ EWS or any other Quota.

  • The conversion of the Nationality of candidates from ‘Indian’ to ‘NRI’ is ‘Provisional’ based on the documents submitted by the candidates which will be verified by the allotted college authorities at the time of reporting.

State Counselling for NEET UG 2024: For State Quota Seats

As mentioned earlier, NEET UG counselling for 15 per cent AIQ quota seats is conducted by MCC. The remaining 85 per cent of seats was filled through the state counselling for the NEET UG 2024 process of the respective state. Q:   Can I participate in the state and all India counselling (NEET) simultaneously?

A:

Yes, medical aspirants can participate in the state as well as the All India NEET counselling processes simultaneously. In general, the dates of state and the All India NEET counselling rounds will be different.

Before participating in either of the NEET counselling processes, candidates must ensure that they fulfill the eligibility criteria. For the State NEET counselling processes, candidates must belong to the domicile. Students not belonging to the state may also participate in the particular NEET state counselling, provided they register and participate from the NRI quota. Apart from that, other eligibility criteria are the same.

Q:   What is the difference between NEET All India counselling and NEET state counselling?

A:

NEET counselling or the NEET UG All India counselling and the NEET state counselling process are conducted for the admission to MBBS, BDS, AYUSH and other courses. The NEET UG All India counselling is conducted by the Medical Counselling Committee (MCC) for the 15 per cent All India Quota (AIQ) seats. On the other hand, the state NEET counsellings are conducted by the State Authorities such as the Department of Medical Education (DME) for different states and Union Territories (UTs) for the 85 per cent State Quota (SQ) seats. The timeline and processes may vary for the NEET All India counselling and the state counselling for NEET. In general, there are three to four rounds for both counselling types. In the state counselling for NEET, the authorities release a merit list for registered eligible candidates. But MCC does not release merit list. The other steps involved in both counselling types are similar, including registration, choice filling, releasing of seat allotment and institute reporting.

Q:   After I join a college allotted during the Second Round of NEET UG Counseling, can I leave or resign the seat?

A:
Once a candidate joins second round seat allotted in the NEET UG counselling, he/she will not be allowed to vacate from the allotted second round seat. However if candidates are allotted a seat in Second Round and have not joined the college, then he/she can Exit with Forfeiture of security amount. Moreover, the candidates who have joined up to round 2 of AIQ or state quota will not be eligible to participate in the further rounds of AIQ or state quota.

Q:   If I get an up-graded seat during second round of NEET counselling, can I join that college directly?

A:
No, you will have to get online generated relieving letter from the earlier institute, before you join the next college. Without such relieving letter, candidates will not be permitted to join the seat allotted in round 2. Upgradation is applicable for only those candidates who have joined allotted seat of first round and submit willingness for upgradation.

Q:   If I opt to participate in second round of NEET UG counseling, will my allotted seat of first round be cancelled?

In case candidates are not allotted any seat in the second round of the NEET UG counselling, the earlier allotted seat in Round 1 will be retained. However, on up-gradation of a seat in second round, the earlier allotted seat in Round 1 will automatically be cancelled and allotted to another candidate. Therefore, candidates are advised to fill in only higher choices or any other choice which they prefer over the earlier allotted seat, for second round.

Q:   Can I do the choice-filling process in round 2 of the NEET UG counselling if I've registered in round 1?

A:

Yes, you can do choice filling in round 2 of NEET UG counselling. MCC regulations state that you do not have to re-register if you already registered for Round 1. MCC will then release the lists of students who were assigned to medical and dental colleges for round 2. After this round, a fresh process for the mop-up round of NEET UG will be done by MCC. This process is the same for state NEET counselling too.

Q:   What will happen if I registered but didn't fill my choices in round 2 of NEET counselling?

A:

You won't be given a seat if you don't submit new selections throughout the choice-filling period for round 2 of NEET counseling. Any seat that has already been given to you will be kept.
Even if you didn't take part in the first round of NEET counseling, you can still take part in the second one. However, for round 2, you will need to submit new selections.
Prior to the commencement of round 2, registration is possible. Additionally, registration is possible prior to the Mop up Round beginning.
