IAS officers head almost all the departments at the district level as well as the Ministry level in the Government of India. IAS officers become the Secretary to the Government of India and not to a particular ministry. IAS posts include the Director of some specialised agency, Chief Secretary to the State government, Secretary in the State departments, Governor of RBI, Election Commissioner and the like. The IAS officers are the top managers working anywhere for the effectiveness of the government policies and decisions. All the candidates want to know about the job profile of India’s most prestigious post – IAS. The job profile for the IAS office is published by the Ministry of Personnel. As per the official document, the service profile of the IAS officer is given below.

The Indian Administrative Service (IAS) was constituted in 1946. Prior to it, Indian Imperial Services (1893 - 1946) was there, which was recruited through the Federal Public Service Commission. IAS was constituted as the All India Service recruited through a common recruitment exam - Civil Services Exam. The service conditions pay and other allowances are uniform across the nation for these All-India Services. The interesting fact is that the Union government fix the pay of the IAS officers and the states needed to pay them through their funds.

IAS Recruitment

There are three ways of recruitment to the IAS.

  • Through the Civil Services Exam Conducted by UPSC
  • Through the promotion of State Civil Service Officers to IAS
  • Through the selection of Non-State Civil Service Officers

In the total quota of vacancies each year, 66% of vacancies are filled through direct recruitment (Civil Services Exam) and the rest 33% of the vacancies are filled through the promotion of the State PCS officers. The officers were selected through both the methods required to undergo training.

Q:   Who conducts the Civil Service (IAS) Exam?

A:

The Union Public Service Commission (UPSC) conducts the Civil Services Examination (CSE) annually. The CSE is also known as the IAS (Indian Administrative Service) exam. The CSE is a common exam that recruits candidates for about 24 top government services, including IAS, IPS, IFS, and IRS.

The CSE is conducted in two phases: UPSC Prelims and UPSC Mains. The prelims exam consists of objective-type questions, while the Mains exam requires descriptive and essay-type answers. The CSE started in 1922 and is offered once a year.

The UPSC is the central recruiting agency for the CSE. The PSC in each state fills the State Government job vacancies.

Q:   How many vacancies are notified in IAS 2024 exam?

A:

The Union Public Service Commission notifed 1056 vacancies in the Civil Service Exam (CSE) 2024 notification on February 14, 2024. The Commission notifies the tentative number of Civil Service vacancies for the exam. The Commission can increase or decrease the number of vacancies in the final result. 
In normal circumstances, the Civil Service vacancies increase because the Commission includes the requisition received from the Central Government Ministries till the prelims exam is conducted.

Q:   How many vacancies are there in the IAS 2023 exam?

A:
The Union Public Service Commission UPSC notified 1,105 vacancies in the IAS 2023 exam. The Commission will conduct the IAS prelims 2023 exam on May 28. These vacancies are the highest in the last six years. It does not change the number of IAS and IPS recruited this year also. There will be 200 IPS officer posts and 180 IAS officer posts in the exam. The higher vacancies imply a low cutoff at each stage of the IAS examination. The IAS vacancies have a motivational value as it drives a higher number of application forms which makes the exam more difficult.

IAS Training

The officers selected through the Civil Services Exam were sent to the Lal Bahadur Shastri National Academy of Administration (LBSNAA) for the IAS training module. The duration of IAS training is approximately two years. Recently, the government has also added a three months module of the attachment with the Union ministry before going to the allocated state cadres.
The officers promoted from the State Civil Services need to undergo short term training in the LBSNAA and then only they can take charge as an IAS officer. The irony is that these promoted officers are informally called promotee officers.

Allocation of Cadre

The UPSC recommends the candidates to the Ministry of Personal after the final UPSC result. With this recommendation, the role of UPSC ends in that year's recruitment process. The department of personnel takes over from this point onwards. The candidates selected are allocated with the services and the state cadres (All-India Services). The cadre and service allocation is done after considering the place in the merit list and the preference of the services given by the candidates while filling the IAS application form.

Designations held by an IAS officer

The designation held by the IAS officers differs from state to state. This is because the nomenclature of the state administrative machinery differs from state to state. But the major functions of the IAS officers across the nation remain more or less the same. Following are the designations/posts held by the IAS officers in their illustrated careers.

Q:   What qualities are tested in IAS Interview?

A:

In the IAS interview test, candidates will be judged on different skills mentioned below:

Q:   Are the number of IAS and IPS vacancies fixed in the Civil Service Exam?

A:

The candidates should note that the Union Public Service Commission does not provide service-wise vacancies in the official notification. The service-wise vacancies are published by the Ministry of Personnel on its official website. Following the past trends, the number of candidates recruited for the Indian Administrative Service is 180 and 200 candidates are recruited for the Indian Police Service.

The number of vacancies for other services varies every year.

Q:   What is the duration of IAS prelims exam?

A:

The IAS prelims exam is conducted offline in a pen and paper mode. The IAS prelims exam in conducted in two shifts on a single day.  The candidates are required to appear in both the papers and clear both of them. The IAS prelims result is prepared based on the marks scored in the General Studies paper 1. The IAS prelims General Studies paper 2 is qualifying only.

The Union Public Service Commission will conduct the IAS 2024 exam on June 16, 2024. The Commission is expected to release the IAS 2024 admit card online in the last week of May 2024.

Q:   Who releases the Civil Service (IAS) notification?

A:

The Union Public Service Commission releases the Civil Service (IAS) notification 2024 every year to recruit the candidates for the Group A and B Civil Services. It is a common notification for all the All India Services (AIS) which includes 

  • Indian Administrative Service
  • Indian Police Service &
  • Indian Forest Service

The Civil Service notification serves as a Common notification for the prelims exam for Indian Forest Service.

Q:   Why IAS notification is important for candidates?

A:

The candidates should read and understand all the information mentioned in the IAS notifcation to know whether they are eligible for the Civil Service Exam or not. The IAS notification is an important document because it will be the official document which will work as a ready recknoer for all information about the exam.

In case of any judicial interpretation, the IAS notification will be deemed as the final official document.

Appointment of IAS Officers to other Organisations/Bodies

An IAS officer can be appointed to the national and international institutions, bodies and organisations. The national institutions include Public Sector Units (PSUs), Banks and other national organisations such as NITI AAYOG. The IAS officer can be appointed in international organisations such as United Nations, World Bank, Asian Development Bank in various capacities.

In addition to the above, an IAS officer can be sent on deputation to a private organisation for a fixed tenure.

Q: What is the highest post in IAS?

A: The highest post in IAS is the Cabinet Secretary. It is the highest post an IAS officer can achieve. Even the Union minister needs his approval in some matters.

Q: What is the lowest post in IAS?

A: The lowest post of the IAS officer is the IAS trainee or IAS probationer given to them during the training period.

Q: Is IAS and collector same?

A: No. The IAS aspirants need to understand that IAS means the Indian Administrative Service. It is the whole cadre spanning all over the nation. Collector is the top post in a district. An IAS officer can be appointed as the Collector of a district. In some states, it is also called as District Magistrate(DM) where he has some magisterial powers.
